320 <br /> <br /> Ms. Mayvonne Garrity stated that she was in favor of <br /> reconvening a restructured committee as proposed by Ms. Pico. <br /> <br /> Mr. Mercer stated that he had some reservations about <br /> reconvening the Committee so it can arrive at a consensus. He also <br /> questioned the fairness of restructuring the committee as suggested <br /> by Ms. Pico. He continued that the only time any Committee member <br /> came to Council to comment on the Committee was after Measure N <br /> lost at the election, when a request was made to reopen the <br /> membership. And now that the Final Report, which was voted upon by <br /> the membership, is before the Council, many members are coming <br /> forward to indicate that the proceedings were unfair and that they <br /> did not agree with the results. <br /> <br /> Mr. Tarver commented that he believed that everyone who served <br /> on the Committee cared about Pleasanton and the community. <br /> However, after having watched the process and seeing the factions, <br /> he was not sure the Committee, if reconvened, would arrive at a <br /> consensus. He expressed concern, however, that a lot of the work <br /> that the Committee was supposed to do was not done and that certain <br /> information was not shared and discussed, particularly since no EIR <br /> is required for a General Plan amendment and the voters will depend <br /> on what information is available. <br /> <br /> Ms. Dagmar Fulton, 4019 Peregrine Way, stated that contraryto <br /> the previous testimonies, the minority groups dominated the <br /> Subcommittees and took undue time to expound on their views. She <br /> indicated that the reason the Committee had to resort to majority <br /> voting was because the members could not arrive at a consensus, <br /> because there was no compromise. She stated that there would be no <br /> reason to reconvene the Committee and that the task should be given <br /> to professionals. She urged the Council to move ahead with the <br /> process and forward the Report to the Planning Commission. <br /> <br /> Ms. Jocelyn Combs, 4443 Second Street, introduced Mr. Pat <br /> O'Brien, General Manager of East Bay Regional Park District, who <br /> was visiting various City Councils to get a sense of the District <br /> beyond the office. She indicated that she was a member of the <br /> Steering Committee and that the Committee meetings had strayed from <br /> the scope of work and did not accomplish what it was set out to do. <br /> She urged the Council not to accept the Final Report. <br /> <br /> Ms. Diane Habener, 3624 Manchester Street, a Committee member, <br /> indicated that the Committee was polarized and that many questions <br /> have remained unanswered, such as fiscal impact and funding. <br /> <br /> - 24 - <br /> 7-16-91 <br /> <br /> <br />
