315 <br /> <br /> Ms. Acosta stated that the Council will ultimately be <br />considering the property exchange agreement at a future Council <br />meeting. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Butler, that <br />Resolution No. 91-111 be adopted, (1) approving the exchange of the <br />City-owned 13.5 acre Stoneridge property for the 7.2 acre upper <br />field and the two acre parcel on First Street owned by the <br />Pleasanton Unified School District, (2) giving direction to City <br />Staff to: (a) review alternative uses for School-designated <br />surplus properties following normal City procedures for School <br />District; (b) develop an appropriate Growth Management procedure <br />for surplus School District properties which would guarantee a <br />priority for Growth Management allocation after PUD approval; <br />(c) review specific site proposals for the 42.5 acre Sycamore site <br />in conjunction with the North Sycamore Specific Plan and for the <br />Abbie Street property by processing a School District application <br />for the appropriate General Plan rezoning and development plan for <br />the site; (3) leaving the decision on what to do on the Del Prado <br />site to the School District; and (4) continuing to work with the <br />School DistriCt to explore plans and options with developers for <br />the construction of new schools in a timely manner. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br />NOES: Councilmember Scribner <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> The Council then proceeded to discuss Item 12a. <br /> <br />12. REPORTS OF THE CITY MANAGER <br />Item 12a <br />Review of Ridqelands Committee Report (SR 91:286) <br /> <br /> Mr. Paul Corrado, 1519 Fairfield Court, Landscape Architect <br />and Urban Planner and a member of the Pleasanton Ridgelands <br />Committee, commended the Council for its method of determining land <br />use, the committee process, and the composition of the committee, <br />which represented a good cross-section of the Pleasanton area. He <br />requested Council to consider two points during its deliberations: <br />(1) Scale of Ridgelands development. He commented that Pleasanton <br />is 17 square miles and what is being discussed for annexation is <br />approximately 11 square miles. He indicated that he believed none <br />of the Pleasanton residents would like to have any new taxes or <br />encumbered fiscal impact, either in the long or short term, <br />associated with any developments on the Ridgelands. <br />(2) Infrastructure. He pointed out that the cost of land over 10% <br />in slope increases geometrically by each percentage and requested <br />Council to look closely at the infrastructure and service costs of <br /> <br /> - 19 - <br /> 7-16-91 <br /> <br /> <br />
