287

Mr. Swift replied that the lots along Bernal Avenue and
Vineyard Avenue average about 10,000 square feet and that those on
the interior of the Remen Tract range from one-half acre to five
acres.

Mr. Tarvet commented that this same type of situation and
discussion with the Remen Tract residents transpired with the North
Sycamore residents about coming into the City. He advised the
people who live in the Remen Tract to annex into the City, as that
would be a first step to preserving their area and their desired
livestock. He felt that if they do not annex into the City, they
would continually be fighting this same battle as surrounding areas
would begin to encroach.

Mr. Mercer noted that years ago the Remen Tract was under
heavy attack to be developed, much as the rest of Vineyard Avenue
is now developed. He said it was his opinion then, as it is
Mr. Tarver's opinion now, that the City could have zoned the
property so that nothing could happen inside the Remen Tract, other
than what they have now. He felt that the rezoning to R-l-10,000
should not affect the residents of the Tract, but still give
Mr. Ales the chance to develop his property.

It was moved by Mr. Butler, and seconded by Ms. Mohr, that
Ordinance No. 1513 be introduced, to be read by title only and
waiving further reading thereof, approving RZ-91-1, the application
of the City of Pleasanton to fezone five parcels totalling
approximately 1.8 acres located at 3655, 3683, 3731 Vineyard Avenue
and 495 Linden Way (located Within the Remen Tract) to the
R-l-10,000 Zoning District, as set forth in the Staff Report.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Item 6d
Draft Pre-Annexation Agreement for Ruby Hill, Consideration of
Pre-Annexation Agreement for a Proposed 1,300-Acre Mixed Use
Project Includinq 850 Homes, Wineries, and Vineyards Located North
of Vineyard Avenue and East of Isabel Avenue

Mr. Mercer stated that Ms. Scribner and he are meeting with
the Livemore City Council on July 3rd to discuss the Ruby Hill
Project. He indicated that the item would be continued to the
July 16, 1991 City Council Meeting.

- 7 -
7-2-91
