294 <br /> <br /> Mr. Mercer commented that the City's school, sewer, parks, <br /> traffic, and other problems would not be resolved by stopping <br /> growth. He noted that the services that now exist in Pleasanton <br /> were provided by development and that the City needs to continue <br /> growing at a slow pace at this time. <br /> <br /> Further discussion ensued between Mr. Mercer and Mr. Tarver. <br /> <br /> Mr. Butler stated that he did not think it was feasible to <br /> wait until all the approved projects are built before approving new <br /> developments. He pointed out that the City has done a remarkable <br /> job over the past years by staying in step with development and <br /> that the Committee's recommendation indicated a definite downturn <br /> in growth rates. <br /> <br /> Ms. Scribner indicated that the Growth Management approvals <br /> should be tied to a building moratorium in the event of mandatory <br /> water rationing. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Mercer, that <br /> Resolution No. 91-106 be adopted, approving the recommendations of <br /> the Growth Management Committee to allow 99 new units in 1992, 196 <br /> in 1993, and 33 in 1994, for a total of 442 units in 1992, 323 in <br /> 1993, and 33 in 1994, when added to prior approvals. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br /> NOES: Councilmember Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 12c <br /> Review of Sierra Club Position on Bay Vision 2020 (IR 91:43) <br /> <br /> No action was required or taken by the Council on this item. <br /> 13.
