294 Mr. Mercer commented that the City's school, sewer, parks, traffic, and other problems would not be resolved by stopping growth. He noted that the services that now exist in Pleasanton were provided by development and that the City needs to continue growing at a slow pace at this time. Further discussion ensued between Mr. Mercer and Mr. Tarver. Mr. Butler stated that he did not think it was feasible to wait until all the approved projects are built before approving new developments. He pointed out that the City has done a remarkable job over the past years by staying in step with development and that the Committee's recommendation indicated a definite downturn in growth rates. Ms. Scribner indicated that the Growth Management approvals should be tied to a building moratorium in the event of mandatory water rationing. It was moved by Mr. Butler, and seconded by Mr. Mercer, that Resolution No. 91-106 be adopted, approving the recommendations of the Growth Management Committee to allow 99 new units in 1992, 196 in 1993, and 33 in 1994, for a total of 442 units in 1992, 323 in 1993, and 33 in 1994, when added to prior approvals.
