290 <br /> <br /> ready for the November ballot and urged Council to get more input. <br /> <br /> Mr. Michael Hanou, 2398 Sandpiper Way, member of the <br /> Ridgelands Committee, stated that the meetings were good but that <br /> communications broke down at the last meeting. He indicated that <br /> he was under the impression that the recommendations of the various <br /> subcommittees would be put together in a proposal that would go to <br /> the voters. However, at the final meeting, the reports of the <br /> subcommittees were not reviewed and committee members were not <br /> given adequate time to express their views. He added that the <br /> facilitator, rather than Staff, made the decision on how to handle <br /> the meeting, and a vote was taken in favor of the developers and <br /> landowners. He requested Council to review and evaluate the <br /> minority reports before making any decision on the matter. <br /> <br /> Ms. Jean Dever, 6565 Lansing Court, another member of the <br /> Ridgelands Committee, expressed her dismay at the decision-making <br /> process followed at the final meeting. She stated that the Minutes <br /> were not clear and that the minority groups' reports were not <br /> appropriately considered. <br /> <br /> Mr. Frank Brandes, 6889 Corte Sonada, stated that the <br /> Ridgelands is a very controversial issue and will remain so even <br /> after the matter goes on the ballot. He indicated that he attended <br /> 19 meetings and that Staff did an outstanding job in preparing the <br /> reports and getting answers back as quickly and clearly as <br /> possible. He stressed that those who did not like the outcome <br /> should not fault the process. He requested Council to put the <br /> issue on the November 1991 ballot because delaying the matter until <br /> next year would not be in keeping with the trust that the voters <br /> put in Measure M. <br /> <br /> Mr. Ron Horan, 876 Bonita Avenue, Co-Chairman of the Measure M <br /> Committee, stated that the efforts of over 7,500 citizen manhours, <br /> one City Planner for about 10 months, and a consultant have been <br /> devoted to facilitating the process. He felt that the process had <br /> been adhered to and did not think it would be of value to delay the <br /> process until June 1992. He urged the Council to prepare a simple <br /> ballot language and present the issue to the voters in November <br /> 1991. <br /> <br /> Ms. Lois Lutz, 4545 Entrada Court, member of the Ridgelands <br /> Committee, expressed disappointment in the Committee's final <br /> meeting. She felt the Committee was flawed because too many <br /> members were property owners, and they comprised a majority on the <br /> subcommittees.
