237 <br /> <br /> Mr. Elliott replied that the $45,000 represents Pleasanton's <br />estimated share for a public relations information program to be <br />implemented by the County. He indicated that all the costs, which <br />were prepared by a consultant hired by the County, are estimates. <br /> <br /> Mr. Mercer stated that the costs are a requirement of the <br />Regional Water Quality Control Board and that part of those costs <br />are associated with the requirements of 1986 Basin Plan, which is <br />a State law. <br /> <br /> Ms. Acosta clarified that the $200,000 for "soft cost" would <br />be absorbed by existing Staff and that Pleasanton's out-of-pocket <br />costs for the first year would be approximately $150,000. She <br />added that the City needs to participate in the program to get its <br />permit approved. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, that <br />the following actions be taken on the Consent Calendar, as amended: <br /> <br /> a. Approve the City Council Minutes for 6/4/91. <br /> <br /> b. Proclaim October 19-27, 1991 as "Red Ribbon Week." <br /> <br /> c. Review of bids and award of contract for Project <br /> No. 905065, the addition of an acceleration lane in the <br /> median island on Santa Rita Road at Sutter Gate Avenue to <br /> AMBO Engineering, Inc., of Union City, for a low bid of <br /> $44,936.00, authorize the transfer of surplus funds in <br /> the amount of $21,000 from CIP No. 875032, the Traffic <br /> Signal Interconnect Project account, and approve the <br /> contracts with Earth Systems Consultants of Pleasanton, <br /> for soil testing services, and Associated Consultants <br /> Group, Inc, of Dublin, for surveying services for the <br /> project.
