259 <br /> <br /> Mr. Swift stated that the Committee is in the process of <br />hiring an architect for a plan that the Committee has already taken <br />to the Council for preliminary review. The plan calls for a mixed- <br />use project that would include 200 moderate and low income rental <br />units. It does not include any very low income units because the <br />subsidy that is necessary to reach that level is very great, and <br />that level of subsidy is not available at this time. The project <br />should be completed in three to four years. <br /> <br /> Mr. Tarver requested clarification of a statement in the Staff <br />Report that traffic constraints is not a problem in the short term, <br />in relation to the levels of service for the following areas, based <br />on Table V.a-10 of the Growth Management Report on Pleasanton <br />Short-Term Traffic Impact Study, Baseline Traffic Conditions: <br />Foothill Road at Canyon Way - F; Hopyard Road at Owens Drive - <br />0.90, D; Santa Rita Road at Stoneridge Drive - 0.90, D; Santa Rita <br />Road at Valley Avenue - 91, E; and Stoneridge Drive at Stoneridge <br />Mall Road - F. <br /> <br /> Mr. Swift explained that all the areas mentioned have been <br />mitigated to 'much better levels of service, as indicated in the <br />"Mitigated" line below each area. <br /> <br /> Ms. Mohr inquired if the afternoon Level of Service D at three <br />intersections are a result of people employed in the City exiting <br />the City. <br /> <br /> Mr. Swift replied that the "D" is a combination of inbound and <br />outbound traffic. He added that as the City and the Valley build <br />out and future mitigations increase the outbound capacity, the <br />inbound lanes become the critical lanes, as is the case for the <br />Hopyard Road/Owens Drive intersection. <br /> <br /> Ms. Mohr inquired how much time it would take to make an <br />evaluation of the new Hacienda Drive Interchange. <br /> <br /> Mr. Swift replied that the Tables presented in the Growth <br />Management Report include an analysis with the Hacienda Drive <br />Interchange. He stated that when the City took a traffic count of <br />the Stoneridge Drive Interchange a month after it opened last year, <br />the full impact of the Interchange was not included because there <br />is much more traffic using the Interchange this year than there was <br />last year, which can be accounted for by new development. He added <br />that it takes some time before people learn that a new interchange <br />has been opened. <br /> <br /> Mr. Mercer stated that 343 units have already been <br />appropriated from past Growth Management allocations. He indicated <br />his preference for Option 3, "Moderate Growth" Scenario, with a <br /> <br /> - 13 - <br /> 6-18-91 <br /> <br /> <br />
