257 <br /> <br />down and talk about issues such as the jobs-housing balance, <br />cutting back on commercial space, and sharing cities' revenues. <br /> <br /> Ms. Scribner suggested that Staff start working on a water <br />emergency plan because a lack of water is a natural disaster that <br />is beyond anyone's control. She indicated that California is a <br />semi-arid state where abundant rain is an exception. She continued <br />that she did not see the need for a moratorium at this time but <br />that Council must determine at what point a moratorium should be <br />considered. She continued that voluntary conservation is similar <br />to voluntary recycling to protect the environment; however, steps <br />must be taken now in case mandatory rationing is put in place. <br /> <br /> Ms. Mohr indicated that long-term solutions to the water <br />problem are necessary so that citizens learn to use water <br />responsibly, even if a water surplus occurs at some point in the <br />future. <br /> <br /> Mr. Mercer agreed with Ms. Scribner's proposal and requested <br />Staff to look into what criteria could be used to determine when <br />the water situation would require a building moratorium. <br /> <br />Item 6d <br />Growth Manaqement Allocation - 1992 (SR 91:246) <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> There being no testimony, Mr. Mercer declared the public <br />hearing closed. <br /> <br /> Mr. Mercer stated that the Growth Management Committee, <br />consisting of Mr. Butler and himself, has had its initial meeting <br />with the developers applying for Growth Management approval and <br />that the Committee needs some direction from the Council regarding <br />what option to take. <br /> <br /> With respect to the establishment of annual objectives for <br />housing units within the very low, low, moderate and above-moderate <br />income categories for Calendar Year 1993, Ms. Mohr stated that the <br />only way very low and low income housing units can be built is <br />through subsidy by the City or other agencies. She indicated that <br />the City's Affordable Housing Task Force Committee has been looking <br />into the issue of affordable housing for the past two years and <br />that the City should consider accommodating a project that may <br />result from the Committee's research. She suggested that a <br />percentage of the City's remaining 1.2 million sewer capacity be <br />set aside to meet the need for very low and low income housing. <br /> <br /> - 12 - <br /> 6-18-91 <br /> <br /> <br />
