217 <br /> <br />in addition to the County's conditions, to ensure that the impacts <br />to the City have been adequately addressed and mitigated. <br /> <br /> Mr. McKeehan then introduced Mr. Dave Howerton of Robert Lamb <br />Hart, Land Planners and Architects, to present the land plan. <br /> <br /> Mr. Dave Howerton presented some slides and described the Ruby <br />Hill Project plan in terms of its environmental setting, the <br />interrelation of the neighborhood to create a new kind of <br />community, viticulture, and open space. <br /> <br /> Mr. Tarver asked Mr. McKeehan why it was not possible to bring <br />the project to Pleasanton without County approval. <br /> <br /> Mr. McKeehan replied that it would not be reasonable for the <br />City of Pleasanton to suggest that Signature Properties put aside <br />its County approvals after all the time, effort, and money that the <br />developer has put into the project. <br /> <br /> Mr. Mark Sweeney, 4309 Hacienda Drive, representing the <br />Prudential Property Company and the Hacienda Business Park, stated <br />that the success of Hacienda Business Park, Stoneridge Mall, and <br />the developments in North Pleasanton was predicated to a degree on <br />the continued and orderly development of a diversified housing <br />stock that would ensure a growing labor supply. He added that over <br />1,000 of the new housing and rental units in the City are now <br />occupied primarily by employees of businesses located in the North <br />Pleasanton area and that the relocation of business are often <br />dependent on the availability of housing for employees. He <br />indicated that an upscale community like Ruby Hill would complement <br />other housing developments in Pleasanton by providing units for <br />corporation decision makers and would enhance the chances of the <br />Business Park to attract and retain quality businesses. He then <br />commended the applicant and Friends of the Vineyard for working out <br />an agreement to revitalize the wine industry in the Valley and <br />endorsed the Ruby Hill Project for annexation to and development in <br />Pleasanton. <br /> <br /> Mr. Frank Berlogar, 2200 Vineyard Avenue, property owner on <br />Vineyard Avenue between the existing City limits and the Ruby Hill <br />Project, indicated that the annexation of the Ruby Hill Project <br />would be an outstanding addition to the Pleasanton community. He <br />requested Council that his property be considered for annexation to <br />the City, along with Ruby Hill, and that a Specific Plan for the <br />Vineyard Avenue corridor be made part of the annexation application <br />of the Ruby Hill Project. <br /> <br /> - 7 - <br /> 6-4-91 <br /> <br /> <br />
