207 <br /> <br /> Mr. Tarver requested that the item be continued to a future <br />Council meeting since it was past midnight and he had several <br />questions on the matter. He added that the additional information <br />Staff is working on for the June Council meeting may assist him in <br />making a decision on the issue. <br /> <br /> Ms. Acosta stated that because some of the issues raised by <br />Mr. Tarver do not exist in the Tri-Valley area, it may take Staff <br />some time to get information on those issues. She indicated that <br />Staff would provide the Council with what information it may have <br />as the meetings take place. <br /> <br /> It was moved by Mr. Tarver, and seconded by Mr. Mercer, that <br />the Item 12a - Report on Water Availability and Report on <br />Moratorium Issues be continued to the June 18, 1991 City Council <br />Meeting. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Becky Dennis, 838 Gray Fox Circle, referred to Ms. Mohr's <br />statements at the last Council meeting regarding using ground water <br />supply while the City builds its own water resource facility and <br />regarding the City's responsibility to provide housing for people <br />who come into the City. She raised questions about the feasibility <br />of reverse osmosis, the cost of reclaimed water, and its effect on <br />the General Plan. She added that the City could declare a <br />moratorium and exempt certain building categories to bring a job- <br />housing balance and affordable housing into the community. <br /> <br /> Ms. Mohr stated that it would be good long-range planning for <br />the City to come up with its own plan to start water reclamation, <br />regardless of whether or not next year's cycle will be wet or dry. <br />With respect to the City's social responsibility, she indicated <br />that about 900 students graduate each year from the City's schools, <br />which creates a potential for about 450 new households. She <br />pointed out that the City has a responsibility to accommodate at <br />least this generation's housing needs and that it should not expect <br />other cities to assume that responsibility. <br /> <br /> Ms. Dennis commented that it would not be a responsible action <br />for the City to build houses to which it cannot supply water. <br /> <br /> - 31 - <br /> 5-21-91 <br /> <br /> <br />
