200 <br /> <br /> option of having their trash weighed if there is a question about <br /> the amount they are charged. <br /> <br /> Mr. Gilbert Gray, 863 Bonde Court, stated that he does major <br /> recycling, which reduces his garbage by more than 50%. He <br /> indicated that he could not understand why he should be penalized <br /> with increased rates for producing less trash. <br /> <br /> Ms. Mohr stated that customers who recycle can get a credit at <br /> the transfer station by bringing in their materials for recycling. <br /> <br /> Mr. Gary Purnell, 2472 Via de los Milagros, pointed out that <br /> the recycling credit-system used by the transfer station is very <br /> complicated and impractical. He commented that the system should be <br /> made simpler if the City wants the residents to recycle. <br /> <br /> Ms. Peggy Purnell, 2472 Via de los Milagros, stated that those <br /> who have bigger garbage cans get a larger recycling credit than <br /> those who have smaller cans. She added that big cans encourage <br /> people to be wasteful. <br /> <br /> Mr. Mercer indicated that it was his understanding that it <br /> costs more to have 30-gallon can because these cans have to be <br /> picked up manually, unlike the 60- and 90-gallon cans which can be <br /> done by the truck. He then stated that he had read a report that <br /> a 6% curbside recycling program that utilized a conveyor belt in <br /> San Luis Obispo resulted in a 27.4% recycling effort. <br /> <br /> Mr. Tarver requested Staff to look into how much the City pays <br /> for 8,000 tons of garbage and its breakdown in terms of fees, to <br /> ensure that the fees are equitable, especially for residential <br /> users. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> It was moved by Mr. Tarver to continue the item to a future <br /> Council meeting. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was then moved by Mr. Butler, and seconded by Ms. Mohr, <br /> that Resolution No. 91-81 be adopted, amending the Refuse <br /> Collection Agreement to establish guidelines for a city-wide <br /> recycling program, rescinding Resolution No. 91-60 and Resolution <br /> No. 90-198, and establishing revised fixed and uniform refuse <br /> collection rates for the City of Pleasanton. <br /> <br /> - 24 - <br /> 5-21-91 <br /> <br /> <br />
