160

Ms. Leigh Tate, Spieker Partners, owners and developers of the
project, supported Mr. Thomas' appeal. She indicated that the
proposed sign goes very well with the building and that Mr. Thomas
is requesting colors that are in the sign criteria. She asked
Council to approve the appeal.

Ms. Mohr pointed out that No. 8 of the Tenant Sign Criteria
indicates that sign faces can be one of five colors. She inquired
if the shopping center intends to change the criteria or if Council
would have to go through this procedure for all future applicants.

Ms. Tate replied that the shopping center is not changing its
criteria and that she appreciated the fact that the Design Review
Board approved the use of more than one color. She explained that
she is requesting approval on behalf of Outdoor World because
Outdoor World is one of the shopping center's anchor tenants. She
added that the criteria will apply to the rest of the shops.

Mr. Bob Harmison, 3596 Chippendale Court, stated that he owns
a two-story house by the shopping center and that the neon lights
at the center, particularly those of Garcia's Restaurant, is.
invading the privacy of his bedroom. He also indicated that there
were too many red neon lights in the shopping center. He requested
Council to uphold the decision of the Design Review Board.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Ms. Mohr stated that the sign was well-designed; however,
despite Ms. Tate's comment that the center's criteria will apply to
all the other tenants, these same tenants would want equal
treatment if Outdoor World's sign were approved. She asked Staff
if the sign would have other colors besides blue.

Mr. Swift replied that the Design Review Board approved two
colors, the blue and the green, in addition to the white on the top
of the mountain.

Mr. Tarver stated that having too many colors presents
aesthetic problems and that he would prefer to see only two colors,
green and blue.

Ms. Scribner agreed and added that her personal preference
would be to eliminate the line "Sporting Goods." She pointed out
that the design criteria allows only single lines with no tag lines
that describe the business. She indicated that she would support
the Design Review Board's decision to retain the second line, as
long as its color is either blue or green.

- 8 -
5-7-91
