172 <br /> <br /> water on a first-come-first-served basis, it is possible that a <br /> city that allows continued development and applies for Zone 7 water <br /> before Pleasanton does would get more water at Pleasanton's <br /> expense. <br /> <br /> Ms. Charlotte Severin, 4513 Mirador Drive, stated that the <br /> prolonged drought is a warning that resources are limited and that <br /> growth should slow down before it is too late. She urged Council <br /> to refrain from approving more housing developments while the City <br /> is rationing water. <br /> <br /> Ms. Gary Schwaegerle, 189 West Angela Street, suggested that <br /> San Francisco contribute 50,000 acre feet of water from Hetch <br /> Hetchy when it develops its property in Pleasanton. <br /> <br /> Ms. Peggy Purnell read a letter from Ms. Becky Dennis, <br /> 838 Gray Fox Circle, stating that it would be in the City's best <br /> interest for Council to declare a building moratorium immediately <br /> and to consider asking other cities and county areas serviced by <br /> Zone 7 to do the same. The letter continued that Pleasanton is <br /> heavily dependent on water from the State to recharge and maintain <br /> the City's groundwater basin and that the City will someday find <br /> itself permanently cut off from State water supplies because some <br /> cities have no alternative water resources. Ms. Dennis urged the <br /> Council not to commit future water resources that the City may not <br /> have. <br /> <br /> Mr. Mercer requested Staff to confirm a statement in the Staff <br /> Report that the Central basin yields approximately seven years of <br /> storage based on the current Valley-wide demand. <br /> <br /> Mr. Elliott replied that the statement is accurate. <br /> <br /> Ms. Mohr inquired if there were any information or feedback <br /> from the communities that have adopted the "offset" or "retrofit" <br /> program. <br /> <br /> Mr. Roush replied that the program has been fairly successful <br /> in Santa Barbara County and San Diego County. He stated that Staff <br /> could prepare a more detailed report on the program for a future <br /> Council meeting. <br /> <br /> Mr. Mercer commented that when a water reclamation agency <br /> existed in Pleasanton and Livermore in the mid-1970's, CH2M Hill <br /> prepared a report on how retrofitting could save water and reduce <br /> sewage. <br /> <br /> - 20 - <br /> 5-7-91 <br /> <br /> <br />
