131 through the Planning Commission and the applicants would not take exception to the conditions as proposed. There being no further testimony, Mr. Mercer declared the public hearing closed. Mr. Tarver shared his concern that this application, although it may be within the guidelines of what's appropriate for the PUD, may not finish off the project. He didn't feel that this is a proper mix of uses in this shopping center. Ms. Mohr confirmed that these are not conditional uses but are permitted uses. She had some hesitation on the Oil Changers part of the project, but she felt this was a well designed and generally acceptable project. The landscaping on this project adequately addresses that concern and the design looks like it would be satisfactory. Ms. Scribner also shared her concern about Goodyear Tires and Oil Changers, which don't seem to fit in with retail development. Mayor Mercer asked the Councilmembers who were opposed to this project as presented if there would be any support if one of the buildings were eliminated and the other two spread out in the project. Mr. Butler indicated that what is being opposed are the uses, not the buildings. He would find it difficult turning down a permitted use in this zoning district. Ms. Scribner stated that it is not that these uses are not needed, but these uses are right on the road. If this is an allowable use in the Center she would hesitate to deny it. She felt that the applicants could do a better job designing the project. Mayor Mercer suggested that Council could deny this application without prejudice and allow it to come back after a redesign. Ms. Mohr agreed and stated that staff could work with the applicants on improving the design. Ms. Scribner remarked that staff is going to need some direction from Council as to how this needs to be changed. Mayor Mercer felt that there isn't much that can be changed. Ms. Scribner suggested that perhaps Oil Changers could be turned away from the street. 12/10/91 5
