131 <br /> <br />through the Planning Commission and the applicants would not take <br />exception to the conditions as proposed. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Tarver shared his concern that this application, although <br />it may be within the guidelines of what's appropriate for the PUD, <br />may not finish off the project. He didn't feel that this is a <br />proper mix of uses in this shopping center. <br /> <br /> Ms. Mohr confirmed that these are not conditional uses but are <br />permitted uses. She had some hesitation on the Oil Changers part <br />of the project, but she felt this was a well designed and generally <br />acceptable project. The landscaping on this project adequately <br />addresses that concern and the design looks like it would be <br />satisfactory. <br /> <br /> Ms. Scribner also shared her concern about Goodyear Tires and <br />Oil Changers, which don't seem to fit in with retail development. <br /> <br /> Mayor Mercer asked the Councilmembers who were opposed to this <br />project as presented if there would be any support if one of the <br />buildings were eliminated and the other two spread out in the <br />project. <br /> <br /> Mr. Butler indicated that what is being opposed are the uses, <br />not the buildings. He would find it difficult turning down a <br />permitted use in this zoning district. <br /> <br /> Ms. Scribner stated that it is not that these uses are not <br />needed, but these uses are right on the road. If this is an <br />allowable use in the Center she would hesitate to deny it. She <br />felt that the applicants could do a better job designing the <br />project. <br /> <br /> Mayor Mercer suggested that Council could deny this <br />application without prejudice and allow it to come back after a <br />redesign. <br /> <br /> Ms. Mohr agreed and stated that staff could work with the <br />applicants on improving the design. <br /> <br /> Ms. Scribner remarked that staff is going to need some <br />direction from Council as to how this needs to be changed. <br /> <br /> Mayor Mercer felt that there isn't much that can be changed. <br /> <br /> Ms. Scribner suggested that perhaps Oil Changers could be <br />turned away from the street. <br /> <br />12/10/91 5 <br /> <br /> <br />
