149 <br /> <br /> Mr. Butler supported this request but let Mr. Monson know that <br />it's only a 15 day difference that is separating the project from <br />growth management approval. There are a lot of things that can <br />happen between now and then. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that the <br />review period for the Draft Environment Impact Report for <br />Castlewood Heights, GP-91-3/PUD-91-3, be shortened from 45 days to <br />30 days. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 12c <br />Tract 6275, Equus Heights, Yes <br />4100 Foothill Road Request to consider an extension of qrowth <br />management approval for Tract 6275, Ec[tIus Heights, and other <br />similar projects. (SR91:505) <br /> <br /> Martin Inderbitzen, 5000 Hopyard Road, indicated that this <br />item was on the agenda under Equus Heights, the Yes project. The <br />Yees have asked that their request be withdraw~l. <br /> <br /> He then spoke on Westbrook's, Kottinger Ranch Project. This <br />project has received growth management from 1988 through 1992. It <br />was phased 50 units in the first four years and 15 units in the <br />last year. The project recorded its final map in 1988 and <br />commenced construction on the first hundred units in 1989. During <br />the course of 1990, Westbrook constructed the next 49 units. The <br />project is not quite complete. This project has provided a lot of <br />community benefits, such as a reservoir, a flood control retention <br />system, and the completion of the Bernal Avenue extension. On <br />site, Westbrook has constructed 149 of the 215 units and has built <br />a recreation center. Westbrook has secured financing to move <br />forward on the last phase at this time and requests that the 50 <br />units that would otherwise expire on December 31, 1991 be extended <br />into 1992, to be constructed with the 15 units that have previously <br />been allocated for that year. <br /> <br /> Mayor Mercer inquired if all developers had been contacted <br />about this item. <br /> <br /> Mr. Swift indicated that a representative of the Yees <br />contacted staff and asked how the Yees could get an extension and <br />staff told them to write a letter to Council, because there is no <br />existing procedure for an extension. As staff began to process <br />that request, staff made a list of the other projects that had <br />growth management which would potentially expire.
