144 <br /> <br /> concern over the apparent conflict of interest of an architect and <br /> landscape architect on the Design Review Board. <br /> <br /> Mr. Butler concurred that was a concern, but that is <br /> overridden by the advantage to the City of having a variety of <br /> architects and professionals on the Board. <br /> <br /> Mayor Mercer responded to Mr. Schwaegerle's comment that one <br /> member is going to help another member get a project through. On <br /> two projects which recently came before Council, the Design Review <br /> Board architect lost on both items. The Design Review Board tries <br /> the best it can and he has not seen personal favoritism between the <br /> members. <br /> <br /> Ms. Scribner indicated that the same rules regarding <br /> abstention due to conflicts of interest apply to the Design Review <br /> Board as they do to the Council. <br /> <br /> It was moved by Mr. Butler, and seconded by Mayor Mercer, that <br /> Resolution No. 91-204 be adopted, re-appointing A1 Dutchover as a <br /> regular member whose term will expire 6/6/95, Peter Shutts as a <br /> regular member whose term will expire 6/6/95, and appointed Shauna <br /> del Valle as a regular member for a four year term to expire <br /> 6/6/95, Ron Theile as the alternative member for a four year term <br /> to expire 6/6/95. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 8b <br /> Amendment to Ordinance 1524, Establish~q List for Profession~] <br /> Services, to include lanquaqe reqardinq notice to local firms. <br /> (SR91:493) <br /> <br /> Item 8c <br /> Amendment to Ordinance 1523, alternative Biddinq Procedures, to <br /> include lanquaqe reqardinq notice to local contractors. (SR91:492) <br /> <br /> Mr. Butler indicated the Ordinance wasn't drafted the way it <br /> was originally talked about and felt that it is getting too <br /> complicated with bidding lists. He asked if Council had an <br /> interest in seeing a simplified procedure for smaller projects. <br /> <br /> Mayor Mercer asked what Mr. Butler meant by smaller projects? <br /> Mr. Roush stated that Mr. Butler has suggested that a smaller <br /> project might be one where the architect's fees are under $20,000. <br /> <br /> Ms. Acosta stated that the proposed amendments intend to make <br /> <br /> 12/10/91 18 <br /> <br /> <br />
