136 <br /> <br /> Robert Pearson, 3590 Churchill Court, stated that a few years <br /> ago the zoning of Hacienda Business Park was controversial. It <br /> required a general plan change which was subject to a referendum. <br /> There were a lot of promises made. This was only to be a business <br /> park. If a project like this would have been known, the election <br /> would have had a much different outcome. For a company the size of <br /> Prudential, which has an annual budget larger than many countries <br /> in the world, to come in now and break every promise made should be <br /> very embarrassing for it. The people who supported the business <br /> park at that time would have a difficult time now to vote for such <br /> a major change as this one. <br /> <br /> He continued that there are serious assessments on this land. <br /> They are about $6.00 per square foot. That's $10,000 for every one <br /> of these apartments. In order to carry $10,000 on that land, that <br /> would mean every one of the occupants of one of those low cost <br /> housing apartments is going to havel to pay about $100 per month <br /> extra to pay for those assessments. There seems to be something <br /> very wrong with the process that will create affordable housing and <br /> then from the beginning charge the tenant an extra $100 per month <br /> assessment on the land, simply because it's in this Business Park. <br /> Once this went to an election and it was decided that this was <br /> going to a Business Park, bonds were sold and the money was spent <br /> which forever priced this land out of residential use. Therefore <br /> this property should not be changed to residential. This is only <br /> the first of the major changes we will see in this park. <br /> Prudential is not going to keep its promise; it is going to make <br /> every change it can make for its own financial benefit. The City <br /> Council doesn't have to respond to this. Council needs to live up <br /> to its obligation and promises and deny this application. <br /> <br /> Joe Madden, 1544 Santa Rita Road, read a letter to the Council <br /> supporting the project. A copy of the this letter was given to the <br /> City Clerk for record. Mr. Madden believed Prudential/Hacienda, <br /> not Robertson Homes, does deserve consideration from the City <br /> because of its contribution to this City and this community. <br /> <br /> William Nortondahl, 3663 Manchester Street, Pleasanton, <br /> opposed this project. He stated that the City develops a planning <br /> document after lengthy planning meetings and discussions and just <br /> because someone claims that it can make more money if there are <br /> some changes made doesn't mean the plan should be amended. He has <br /> listened to several people tell him that there is existing high <br /> density houses there and that BART is coming to that area. He also <br /> heard that this will decrease traffic in that area. The only way <br /> that it could possibly decrease traffic is if it's restricted to <br /> housing for only those who work in that area and that's not <br /> possible. <br /> <br /> Doris Nortondahl, 3663 Manchester Street, Pleasanton, also was <br /> opposed to this housing in this area because low cost housing <br /> should be low cost. A young couple cannot afford a $1,000/month <br /> <br /> 12/10/91 10 <br /> <br /> <br />
