104

Mayor Mercer assured that the City's various committees were
working on projects which will include housing for low income and
very low income. He added the City is held in high esteem at ABAG
for being as close as were are to our goal. He wanted no change in
the procedure.

Ms. Mohr asked staff if the projection of the remaining unmet
housing objectives is at the City's build out, or year to date.

Mr. Swift responded by saying the Housing Element contains
objectives for the 1988 through 1995 time frame. The total number
of units that have been constructed from 1988 to date are
subtracted from the housing need numbers that the gets from ABAG.
The remaining unmet need by category is that difference between
what ABAG's original projection was for Pleasanton, less what has
already been constructed (i.e., 665 very low, and 145 low).

Mayor Mercer asked Mr. Swift where these numbers come from?
ABAG is getting these numbers by assuming a number of jobs are
going to be provided and that the City needs to provide the housing
for these jobs. What's not discussed in item 12a is that jobs are
leaving this community, the housing demand is not as high as ABAG
has said, and the ABAG Executive Board approved the numbers but
nobody agreed with the numbers. At this point we should leave this
alone and when Growth Management comes up, let Council make any
decisions then. When we get the update on the state of the city,
then we should look at the number of employees and jobs that had
been created in north Pleasanton versus what had assumed. When
staff comes out with this report, approximately in March, that
would be a good opportunity to look at who had made applications to
develop in the years 1993, 1994, 1995.

It was moved by Ms. Mohr, and seconded by Mr. Butler, that no goals
be set at this time for 1993.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer
NOES: Councilmember Tarver
ABSENT: None
ABSTAIN: None

Item 12b
Acceptance of Offer of Dedication of Parcel A, B, C, and D of Tract
4768 on Foothill Knolls

Mayor Mercer asked if anyone wanted to speak on this item.

11/5/91
10
