13 There being no further testimony, Mr. Mercer declared the public hearing closed. It was moved by Ms. Mohr, and seconded by Mr. Tarver, to adopt Resolution No= 91-148, approving the application by the City of Pleasanton requesting the Local Agency Formation Commission (LAFCO) to take proceedings for the proposed Annexation No. 139 (Kottinger Hills), pursuant to the Cortese-Knox Local Government Reorganization Act of 1985; Resolution No. 91-149, agreeing to the exchange of property tax revenues for Annexation No 139 (Kottinger Hills); and Resolution No. 91-150, initiating prezoning of the property being annexed to the City of Pleasanton under Annexation No. 139 (Kottinger Hills). The roll call vote was as follows: AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor Mercer NOES: None ABSENT: None ABSTAIN: None Item 6c RZ-91-4, City of Pleasant0n, Application to Amend the Pleasanton Municipal Code to Allow Horse-DrawnCarriaqes and Other Equestrian Events on Main Street and Other Commercial Areas Under Certain Circumstances Subject to the Grantinq of a Temporary Conditional Use Permit and to Prohibit Horse Traffic on Certain Other City Streets with Hiqh Traffic Volume (SR 91:366) Mr. Mercer declared the public hearing open on the application. Mr. Pat Lane, Executive Director of the Pleasanton Downtown Association, 603 Main Street, encouraged the Council to change the Robert C. Philcox horse traffic ordinance to permit horse-drawn carriages on Main Street and other shopping areas, subject to all the conditions listed by the Planning Department. There being no further testimony, Mr. Mercer declared the public hearing closed. Ms. Mohr stated that the concept of horse-drawn carriages downtown is very charming and that the conditions address the primary concern about cleanliness. - 8 - 9-3-91
