13 <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Tarver, to adopt <br />Resolution No= 91-148, approving the application by the City of <br />Pleasanton requesting the Local Agency Formation Commission (LAFCO) <br />to take proceedings for the proposed Annexation No. 139 (Kottinger <br />Hills), pursuant to the Cortese-Knox Local Government <br />Reorganization Act of 1985; Resolution No. 91-149, agreeing to the <br />exchange of property tax revenues for Annexation No 139 (Kottinger <br />Hills); and Resolution No. 91-150, initiating prezoning of the <br />property being annexed to the City of Pleasanton under Annexation <br />No. 139 (Kottinger Hills). <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />RZ-91-4, City of Pleasant0n, Application to Amend the Pleasanton <br />Municipal Code to Allow Horse-DrawnCarriaqes and Other Equestrian <br />Events on Main Street and Other Commercial Areas Under Certain <br />Circumstances Subject to the Grantinq of a Temporary Conditional <br />Use Permit and to Prohibit Horse Traffic on Certain Other City <br />Streets with Hiqh Traffic Volume (SR 91:366) <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Pat Lane, Executive Director of the Pleasanton Downtown <br />Association, 603 Main Street, encouraged the Council to change the <br />Robert C. Philcox horse traffic ordinance to permit horse-drawn <br />carriages on Main Street and other shopping areas, subject to all <br />the conditions listed by the Planning Department. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Ms. Mohr stated that the concept of horse-drawn carriages <br />downtown is very charming and that the conditions address the <br />primary concern about cleanliness. <br /> <br /> - 8 - <br /> 9-3-91 <br /> <br /> <br />
