11 <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 91-147 be adopted, upholding AP-91-05, thereby <br />granting the appeal of Condition No. 12 of the Design Review <br />approval for ~ase Z-91-96, pertaining to the installation of a <br />wrought iron fence between the side elevations and the site's side <br />yard property lines in conjunction with the development of <br />3,740-square foot single-family house located at 2113 Cascara <br />Court, Lot No. 7 of the Golden Eagle Farm Subdivision. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6b <br />Resolution Makinq Application to LAFCO for Annexation No. 139 <br />(Kottinqer Hills. 561 Acres] (SR 91:355) <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Ted Fairfield, Consulting Civil Engineer, representing the <br />Lin family, the property owners, requested that Council approve the <br />first formal step in annexing the remaining 561 acres of the 790 <br />acres of the property, 230 acres of which were annexed to the City <br />in the early 1980's. <br /> <br /> Ms. Carol Jacoby, 3 Red Feather Court, stated that she <br />received two notices on the proposed annexation, one for the public <br />hearing and another for a meeting on the 25th. She inquired how <br />the proposed annexation would impact Red Feather Court. <br /> <br /> Mr. Mercer explained that the annexation would bring the' <br />property under the City's control. He asked Staff about the <br />meeting on 25th. <br /> <br /> Mr. Swift replied that the 25th would be when the Planning <br />Commission would be considering the prezoning of the site should <br />Council initiate the prezoning at this time. He added that Staff <br />is recommending that it be prezoned to a PUD District, Rural <br />Density Residential and Open Space, in conformance with the <br />existing General Plan. <br /> <br /> Ms. Mohr stated that the annexation's impact on Red Feather <br />Court cannot be determined until a development plan is proposed for <br />the site. <br /> <br /> - 7 - <br /> 9-3-91 <br /> <br /> <br />
