19 <br /> <br /> Mr. Butler stated that he understood the homeowners' concerns <br />about traffic problems on Vine Street and requested Staff to <br />investigate what parking and traffic controls would be necessary to <br />alleviate problems if the street were opened. He stated that <br />public street~ should remain open so they can be used by emergency <br />vehicles and allow access between residential areas. He indicated <br />that he was in favor of opening Vine Street, with the proper view <br />of protecting the interests of the people in the neighborhood. <br /> <br /> Mr. Tarver agreed with Mr. Butler. He stated that there were <br />safety issues involved and that the existence of numerous <br />apartments and people in the area demands that there be multiple <br />accesses, as originally designed. He concurred that Staff should <br />look at ways of mitigating the parking and speeding problems to <br />satisfy some of the residents. <br /> <br /> Ms. Scribner agreed with Mr. Butler and Mr. Tarver that public <br />streets are for public use. <br /> <br /> Mr. Mercer stated that he has not heard of any problem with <br />vine Street remaining closed and that he did not understand why it <br />should be opened now. <br /> <br /> Mr. Butler noted that the conditions of approval for some of <br />the projects in the area required that Vine Street be opened and <br />that keeping it closed would not be in conformance with those <br />conditions of approval. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Scribner, to <br />remove the existing fences on Vine Street, subject to a preliminary <br />study on how to control parking, speed limits and other traffic <br />problems in the area. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Scribner and Tarver <br />NOES: Mayor Mercer <br />ABSENT: None <br />ABSTAIN: Councilmember Mohr <br /> <br />Item 12b <br />Family Crisis Center - Request for Funds (SR 91:353) <br /> <br /> Mr. Bob Kenny, 4450 Mohr Avenue, a member of the Human <br />Services Commission, stated that he was in favor of the <br />recommendation of the Commission as presented in the Staff Report. <br />He indicated that the Family Crisis Center, which provides valuable <br />service to the Tri-Valley area, would need the one-time-only funds <br />to keep it open. <br /> <br /> - 11 - <br /> 9-3-91 <br /> <br /> <br />
