REPORTS OF THE CITY MANAGER <br />Item 12a <br />Openinq of Vine Street (SR 91:362) <br /> <br /> Ms. Mohr indicated that she would abstain from the discussion <br />on this item as she is a member of the Homeowners Association <br />involved with the issue. <br /> <br /> Mr. Keith Johnson, 181 Wildflower Lane, stated that he was <br />opposed to the opening of Vine Street because cars would speed <br />through the street and there would be an increase in crime. <br /> <br /> Mr. Frank DeMello, 244 Carnation Court, indicated that when <br />Vine Street was temporarily opened, there were traffic problems and <br />the apartment occupants used it as a parking lot. He was also <br />concerned about the safety of the children. <br /> <br /> Mr. Chris Meidl, 241 Wildflower Court, representing the Arroyo <br />Village and Heritage Gardens Homeowners Associations, proposed that <br />Vine Street remain closed until the annexation of the parcel along <br />Vine Street is completed, and there is full access through Vine <br />Street to Bernal Avenue. He stated that the opening of Vine Street <br />resulted in considerable problems because the street has no speed <br />bumps, and motorists do not observe the speed limits. With respect <br />to the Staff Report's statement that keeping Vine Street closed <br />would set a precedent, he cited that Kolln Street on Valley Avenue <br />has a traffic light and full access on both ends but has remained <br />closed at the request of the residents in the neighborhood. He <br />urged that Council keep Vine Avenue closed to through traffic. <br /> <br /> Mr. Robert Tom, 193 Wildflower Lane, expressed his opposition <br />to the opening of Vine Street due to parking problems and traffic <br />being routed through that area. <br /> <br /> Ms. Janet Smith, 261 Mavis Drive, at the corner of Mavis Drive <br />and Vine Street, stated that when Vine Street was opened in the <br />past, cars cut corners and sped through Vine Street. She indicated <br />that the street has had no problems since its was closed in 1970 <br />and that it should not be opened at this time. She pointed out <br />that the fence is not permanent and can be moved for emergencies. <br /> <br /> - 10 - <br /> 9-3-91 <br /> <br /> <br />
