184

Mr. Elliott explained that the left turn into the property
would be a protected lane and only two lanes would have to crossed.

Mayor Mercer agreed with the rear yard setbacks being 20 feet
and the gridded windows condition. He also agreed with the
developer regarding the house direction. But on Condition 18, he
agreed with staff. He felt that there was a great demand for this
type of housing in Pleasanton. Although this property is oddly
shaped, it fits well into the area. He felt that removing the two
houses by the park, as Ms. Mohr suggested, would help this project.
Mayor Mercer suggested that after this project was approved or
denied, Council should consider the Auf der Maur property to see if
it would be more advisable to zone that property to multi-family.
He supported this project.

Ms. Scribner indicated that condition concerning water and
sewer was also not listed in the conditions.

Ms. Mohr asked that this condition be added to the five pages
of standard conditions and that this General Plan amendment be
effective in June.

Mr. Butler stated that it was unfortunate that the previous
High Density project was unable to go through, however he felt that
this project was a good alternative. He agreed that the need for
High Density is not going away.

Mr. Tarver commented that it was the parcels that were going
away, not the need.

It was moved by Mr. Butler, and seconded by Ms. Mohr, that
Resolution No. 92-73 be adopted, based on a review of an initial
environmental impact study done for this project, on a finding that
no significant environmental impact would occur as outlined in the
City's guidelines and on a further finding that a negative
declaration is appropriate in connection with AP-92-5/GP-91-9/PUD-
91-17, Kaufman & Broad.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

It was moved by Mr. Butler, and seconded by Mayor Mercer, that
Resolution No. 92-74 be adopted, amending the General Plan from
High Density to Medium Density Residential, to take effect on
June 16, 1992.

4/7/92 16
