111 <br /> <br /> (C) Included the improvements to Pleasanton Upper Field in <br /> the FY 92/93 Park CIP, if funds are available, prioritized as <br /> follows: 1. design, 2. parking lot improvement, 3. <br /> drainage/irrigation renovation, 4. lighting upgrade to serve <br /> multi-use field. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, <br />approving a contract with Craig and Faris Reali to provide snack <br />bar vendor services for the Pleasanton Sports and Recreation Park <br />Softball Complex. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />City Horse Traffic Ordinance <br /> <br /> Johnny King, P.O. Box 371, Orinda 94563, indicated that the <br />Robert C. Philcox Memorial Horse Traffic Ordinance was <br />unenforceable. He believes it violates state law and the safety <br />and rights of horseriders. On the first of October 1991, he <br />advised the Council of the details of the state law which forbids <br />cities to enact ordinances such as this. Mr. King had received no <br />response from the City on this matter. He assumed that Council <br />did not intend to take action on this matter, and that Council <br />would continue to prohibit the riding of horses on certain City <br />streets until enjoined by the court. <br /> <br /> Mr. Tarver clarified that the City would continue to enforce <br />the ordinance as written until proven to be unlawful. <br /> <br />Pleasanton Gardens <br /> <br /> Bruce Fiedler, Pleasanton Gardens, wanted Council to be aware <br />of the efforts of the Public Works Department, Joe Elliott and Mr. <br />Higdon, for taking care of some storm drainage and other projects <br />which were requested by the residents of Pleasanton Gardens.
