Zone 7 will need to meet <br /> with the cities to determine what their needs are. <br /> <br /> Mr. Figuers invited the public and Council to the Zone 7 <br /> special meeting on March 25, 1992. The purpose of this meeting was <br /> to discuss Dublin's request for Zone 7 to expand its supply and <br /> allocation. <br /> <br /> Mr. Tarver asked how Zone 7 planned on distributing the cost <br /> of newly supplied water. He asked if it would be equally <br /> distributed or based on additional demands. <br /> <br /> Mr. Figuers answered that that had not yet been determined. <br /> His opinion would be if new water supplies were needed, the new <br /> capital costs should bepaidbynew development. The residents of <br /> the valley should not be penalized for the infrastructure costs. <br /> <br /> Mr. Tarver referred to the maximum of 70,000 dwelling units <br /> and. asked if Zone 7 was supplying water for the existing General <br /> Plans, which did not include anything that Council had not taken <br /> action on such as, the Ridgelands or Dublin's expansion. He also <br /> asked if Zone 7 had reviewed each of the cities' General Plans <br /> because in some cases the Plans were inconsistent with the Alameda <br /> County General Plan. <br /> <br /> Mr. Fiquers explained the existing 70,000 units was based upon <br /> the existing General Plan of Alameda County. He stated that Zone <br /> 7 'had not looked into the cities' General Plans. He assumed that <br /> Alameda County and the City of Pleasanton had met to discuss this. <br /> <br /> Ms. Mohr stated that there were some recreational value in <br /> having a large body of water. She asked if recreational fees were <br /> included in the calculations to build a dam. <br /> <br /> Mr. Figuers explained that there would be a dollar value by <br /> people using the park service, but having that park infrastructure <br /> there severely limits the use of the Del Valle water. If there <br /> were another intensive rainfall at this time Zone 7 would have to <br /> release most of that water because the water level is almost up to <br /> the limit of the infrastructure of the park. Zone 7 would like <br /> another dam behind Lake De1 Valle which would be strictly used for <br /> water storage and flood control. <br /> <br /> Mr. Mohr asked if Zone 7 would be factoring in the chain of <br /> lakes and gravel quarries for flood control. <br /> <br /> Mr. Figuers answered that that had not been determined.
