140 CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 9 2 -5 3 A RESOLUTION AUTHORIZING ~ PLACEMENT OF A CITY COUNCIL SPONSORED INITIATIVE PROPOSING A GENERAL PLAN AMMNDM~T REGARDING THE PLEASANTON RIDGELANDS ON T~IE JUNE 2, 1992 EnF-CTION, DIRECTING TWR. CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS OF THE INITIATIVE, AUTHORIZING AR~M~TS FOR TWR. INITIATIVE MEASURE, ALLOWING REBUTTAL ARGUMENTS REGARDING ~ INITIATIVE MEASURE, AND REQUESTING ALAMEDA COUNTY TO CONDUCT THIS ET.RCTION IN CONJUNCTION WITH TwR JUNE 2, 1992 PRIMARY ELECTION. WHEREAS, on November 6, 1990, the voters of the City of Pleasanton adopted Measure M, a City Council sponsored Initiative to amend the General Plan concerning the Ridgelands; and- WHEREAS, Measure M directed that a committee of citizens, the Pleasanton Ridgelands Committee, review land uses and other planning issues concerning the Ridgelands, prepare a plan for the Ridgelands, and that the Council would submit that plan to the voters of Pleasanton; and WHEREAS, the Committee has completed its work .and in accordance with Measure M, has sent the Plan to the Planning Commission and City Council; and WHEREAS, Section 4017 of the Elections Code permits the City Council to submit to the voters, without a petition therefor, a proposition for the repeal, amendment or enactment of an ordinance; and WHEREAS, the City Council has reviewed and considered an Initiative Ordinance attached to this Resolution; and WHEREAS, the City Council finds that the attached Initiative Ordinance carries out the intent and mandate of Measure M; and WHEREAS, Section 5011 of the Election Code specifies that the City Council may direct the City Clerk to transmit a copy of the Initiative to the City Attorney to prepare an impartial analysis of the measure; and WHEREAS, Section 5013 of the Elections Code specifies who may file a written argument for any city measure; and
