117 <br /> <br /> Mayor Mercer felt the developer indicated that he could not <br />afford to add more low income units. He supported the five units <br />of low income. Having affordable, low and very low income units is <br />a great incentive. He asked that the developer come back to <br />Council and indicate what he could afford to give up. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, to <br />refer this item to staff so that the developer would have a chance <br />to respond to Council's concerns. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> There was no action taken on the Negative Declaration. <br /> <br />Item 6c <br />V-92-2t Community First National Bank <br />Application for a variance to Section 1S.74.120(c) of the Municipal <br />Code to allow a bank located at 749 Main Street. Zoninq for the <br />property is C-C (Central Commercial) - Downtown Revitallzation <br />District (SR92:105) <br /> <br /> Mayor Mercer abstained from this item because he owns stock in <br />the Bank. <br /> <br /> Vice Mayor Tarver declared the public hearing open on the <br />application. <br /> <br /> Bob Philcox, President and Chief Executive Officer of <br />Community First National Bank, 749 Main Street, explained the <br />reason for this request. He did not agree with the staff report <br />recommendations. He explained that the existing sign had been <br />located at this facility for 20 years. The sign is an important <br />factor in the business; it is part of the image and a tradition. <br />He indicated that the corner of that property was especially <br />designed for that sign. <br /> <br />He felt that freestanding signs help identify businesses, <br />especially banks. He understood that there had to be regulations <br />on signs but he felt there should be exceptions. He requested that <br />Council grant a variance for the Bankto keep and enhance the sign. <br /> <br /> Ms. Mohr asked if the sign would be internally illuminated. <br /> Mr. Philcox answered that the sign was illuminated now. <br /> <br />3/3/92 <br /> 15 <br /> <br /> <br />
