Therefore, the negative declaration applies only to the <br />corridor properties. <br /> <br /> Ms. Mohr referred to item 5c of the staff report and asked if <br />staff was going to conduct a General Plan study following the <br />application to LAFCO for the annexation. <br /> <br /> Mr. Swift replied that the study would be conducted as soon as <br />staff time could be devoted to the project. <br /> <br /> Mr. Tarver expressed his concerns with the county approved <br />EIR. He explained there were impacts which remained significant, <br />for example, the loss of open space, traffic congestion, school <br />overcrowding, and water distribution. He felt the project was <br />growth inducing and was not in the public interest; therefore, he <br />was opposed to a negative declaration. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 92-41 be adopted, based on a review of an initial <br />environmental impact study done for this project and on a finding <br />that no significant environmental impact would occur as outlined in <br />the City's guidelines and on a further finding that a negative <br />declaration is appropriate in connection with GP-91-8/RZ-91-7, Ruby <br />Hill/Vineyard Avenue Corridor Area General Plan Amendment and <br />Prezoning. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> The Council majority (Councilmember Tarver opposing) approved <br />in concept an amendment to the General Plan Land Use Map for a <br />portion of the Ruby Hill site and approved in concept the prezoning <br />of the Ruby Hill site and Vineyard Avenue Corridor area, with both <br />item to brought back to Council for final action in March, 1992. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Butler, to <br />direct staff to conduct a General Plan study for the Vineyard <br />Avenue Corridor area following the City's application to LAFCO to <br />annex the properties in question. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />2/ls/92 v <br /> <br /> <br />
