The bank was <br /> spending over $600,000 in the remodeling process and it was doing <br /> a lot to the building to enhance downtown. <br /> <br /> Mr. Butler asked Mr. Philcox if he was willing to open his <br /> parking on an interim basis . <br /> <br /> Mr. Philcox answered he was willing to cooperate during the <br /> reconstruction of Main Street on an interim basis. <br /> <br /> A1 Bronzini, 719 Main Street, indicated that he was co-owner <br /> of the parking lot next to the bank. He commented that during that <br /> reconstruction of St. Marys Street, Mr. Philcox allowed him to <br /> remove two sections of the fencing in order to combine their <br /> parking lots. This helpedMr. Bronzini immensely and he felt this <br /> could work the same during the Main Street reconstruction. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> Mayor Mercer asked staff if Council could address the sign <br /> request. <br /> <br /> Mr. Swift explained that the proposal was to modify the sign <br /> and such signs must be in conformance with the ordinance for the <br /> downtown. The sign ordinance does not allow free-standing signs on <br /> Main Street; therefore, a variance needed to be applied for. <br /> <br /> Ms. Acosta stated that Council could not act on the sign <br /> tonight but could request staff to make the decision and then bring <br /> it back to the Planning Commission or the Council if an appeal is <br /> filed. This would expedite the process. <br /> <br /> Ms. Scribner stated that the Downtown Task Force had been <br /> working on the parking plan for approximately eight months. She <br /> appealed the application because she was concerned with the image <br /> and street- scape of the downtown. In her discussions with Mr. <br /> Philcox, she addressed the Task Force's concerns and what it would <br /> be recommending to Council. <br /> <br /> Mr. Philcox agreed to do the best he could to cooperate during <br /> the reconstruction. He felt that the Downtown Task Force was <br /> asking to turn private property into public parking. One of the <br /> major concerns of his was the liability issue. He believed that he <br /> would need to evaluate the entire plan and what was being asked of <br /> the bank to ensure that this would be in the best interest of the <br /> bank. <br /> <br /> Mayor Mercer believed that the parking was a separate issue. <br /> He supported the design as proposed, with the Design Review Board's <br /> changes. <br /> <br /> 2/18/92 12 <br /> <br /> <br />
