92

Ms. Mohr asked if there was another location where placing a
second access into the loop would be a better solution. She also
asked how they would enforce the condition regarding storage not
being allowed in the garages.

Mr. Gilmetti indicated there was no other site for access. He
said the "no storage" condition would be enforced through their
CC&R's.

Pam Chrisman, 1944 Vine Street, asked for confirmation that
there would be horse, bicycle, and hiking easements around the
winery.

Mr. McKeehan said yes.

Deborah Barker asked if Vineyard Avenue would be the sole
access to Ruby Hill.

Mr. Gilmetti answered no.

Mr. Miller felt that it was premature to approve the tentative
map because the agreements were not complete between Livermore,
Pleasanton, Alameda County, and Signature Properties.

Mr. Pearson urged the Council to initiate a General Plan
review before the tentative map was approved. He expressed his
concern regarding affordable housing and believed an apartment
complex should be placed in Ruby Hills.

Mr. McKeehan explained Signature Properties agreed to process
the tentative map through the City of Pleasanton for Council to
review. The tentative map, however, would be approved by the
County of Alameda.

Mr. Gilmetti described the two major points of access to this
project, Vineyard Avenue and Vallecitos Road. The Plan defines the
boundaries of the Isabel Extension. He said that although there
was Measure B monies made available to construct Highway 84, that
were still not enough, so Signature Properties has agreed to
dedicate the right-of-way and build a two lane road. This would be
completed half way through the project.

Mayor Mercer explained that Caltrans had designed this road to
be different than how Livermore was going to build it. He
confirmed that it would have an intersection and signal at Vineyard
and Isabel. This would be paid for by the developer or with
Measure B funds.

Nancy Storch, 3193 Chardonnay Drive, was concerned with the
access to these roads and with the Vineyard and Isabel interchange.
She pointed out the dangers of a blind curve in that area.

2/18/92 10
