Mr. MacDonald indicated that the applicant <br />invested three years of time and money in this project and that <br />growth management allocation has already been counted. <br /> <br /> Mr. MacDonald then reviewed the history of the Shabazian <br />project. The applicants redesigned the project after working with <br />staff and after the Design Review Board denied the design due to <br />attached garages, the project was redesigned a second time. Then <br />at the tentative map stage, the City required the project to have <br />storm drains, which added an additional $15,000 in costs for a <br />project that was striving to be affordable housing. The plans have <br />now been checked and approved and the applicant is waiting building <br />permits. This project will complete two street frontages and will <br />add a bus stop. <br /> <br /> Mazi Ghorbani, one of the applicants, urged Council to <br />consider granting the extension of Growth Management for one year. <br /> <br /> Mr. Tarver stated that it would be difficult to grant an <br />extension because all the applicants were notified the last time <br />Council considered this item. He felt that the project should <br />lapse and reapply under the next Growth Management allocation. He <br />suggested this practice be used in the future so there could be <br />timely construction of projects.
