45 <br /> <br /> Ms. Scribner commented that the traffic problems in that area <br /> seem to be caused from those who live in that community. She felt <br /> that a traffic engineer should survey other possible safety issues <br /> (stop signs) to assist in the control of the traffic. The concerns <br /> that had been brought before the Council were the same of any <br /> community. She was concerned that if the street remained <br /> barricaded it would be considered a private street, but yet the <br /> private community was not willing to accept the responsibility of <br /> maintaining it. <br /> <br /> Mr. Tarver added that the safety of the community needed to be <br /> considered. He stated that there didn't seem to be a solution to <br /> keep the fences up and still have the fire department be able to <br /> respond in an efficient manner. Therefore, he supported opening of <br /> Vine Street. <br /> <br /> Mayor Mercer reiterated his previous comments regarding his <br /> support in keeping the fences in place. <br /> <br /> It was moved by Ms. Scribner, and seconded by Mr. Tarver, that <br /> the two fences that cross Vine Street be removed. <br /> <br /> The roll call vote was as follows: <br />AYES: Councilmembers Scribner, and Tarver. <br />NOES: Mayor Mercer <br />ABSENT: Councilmember Butler <br />ABSTAIN: Councilmember Mohr <br /> <br />8. MATTERS INITIATED BY COUNCILMEMBERS <br /> <br />Item 8a <br />Reconsideration of Council's decision to deny the application of <br />Spieker Partners/Goodyear, Oil Changers, and a retail shops <br />building (PUD-eg-6-4M) for (1) a ma~or modification to an approved <br />development plan to relocated and sliqhtly increase the s~uare <br />footage of future free-standing pads; and (2) for design review <br />approval of three proposed buildinqs to be located within the <br />existinq Rose Pavilion Shoppinq Center at 4205 Rosewood Drive <br />(SR92:49) <br /> <br /> Brad Blake, of Spieker Partners, 6000 Stoneridge Mall Road, <br />appeared to answer any questions. He stated that although the <br />buildings were not a glamorous use for the site, they were <br />appropriate uses for the shopping center. He pointed out some <br />modifications to the development plan and indicated that the <br />orientation of the buildings was changed to be perpendicular to <br />Rosewood Drive. The service bay windows had been screened with <br />additional landscaping which included modified types of trees to be <br />more canopy than tall.
