3

Charles Doda, 7983 Applewood Court, was opposed to this
project. He felt that the decision should go to a vote. He
believed that more studies should be conducted on this project.

Robert Cortz, 262 W. Angela, expressed his support of this
project.

There being no further discussion on items 4c. and 4d, Mayor
Mercer opened the discussion on any other matters 'listed on the
Consent Calendar.

Robert Cortz, 262 W. Angela asked for the status on the City's
voluntary water conservation for the month of December?

Joe Elliott answered that' the consumption was down five
percent less than in December of 1990. He indicated that a report
should be available at the next Council meeting which will cover
the whole year.

Ms. Scribner indicated two corrections to be made on the
December 10th minutes, pages 19 and 26. She stated that she voted
no on item Sc, Ordinance No. 1536, and indicated thatthe motion of
Mayor Mercer which denied an extension of growth management should
be described as a "substitute" motion not an amendment to her
previous motion.

Mr. Butler responded to Mr. Pearson that the majority of the
Council has advocated low cost housing. He felt very strongly that
it is not just the Council's job but it's duty to make these kinds
of decisions. If in the course of doing that, if a part of the
population feels that the Cotancil has made the wrong decision then
it is the citizens' duty to challenge that.

Mr. Tarver supported Mr. Butler's statement. He indicated
that the responsibility to provide the housing has not been met.
He felt that this is a small step in providing a balance in jobs
and housing.

It was moved byMr. Tarver, and seconded by Ms. Scribner, that
the following actions be taken on the Consent Calendar:

a. Approve the City Council Minutes for 12/10/91, as
amended.

b. Adopt Ordinance No. 1532, approving the application of
Ken Gooch/Orion Homes, Inc. for rezoning and development
plan approval as filed under case PUD-91-9.

c. Adopt Ordinance No. 1533, approving a major modification
to change the land use designation at Hacienda Business
Park (PUD-S1-30-24M).

1/7/92
3
