27 <br /> <br /> Jerry Dormer, architect and developer, stated-that considering <br />the location, size, and the beauty of this site, the homes have <br />always been envisioned to be large and upscale. They had been <br />working with the City for over a year on actual square footage <br />since the guidelines didn't specify what those were. The numbers <br />they had been using were created by estimating that the smallest <br />home would be approximately 3,500-4,000 sq.ft., and they had <br />inquiries for up to 10,000 sq.ft. Using that range, he suggested <br />3,500-5,500 sq.ft for small, 5,500-7,500 sq.ft. for medium, and <br />7,500-9,500 sq.ft. for large. <br /> <br /> Mr. Dormer referred to a staff report dated 8/10/88, and <br />concluded that staff was aware that there would be very large homes <br />built there. He objected to a 4,000-6,000 sq.ft. medium <br />designation. Two car garages are common for average homes, and <br />they would like a three car garage which would not be included in <br />the square footage of the home. <br /> <br /> Mr. Butler indicated that a design guideline is one that he <br />felt should give latitude to the design reviewers but he was aware <br />that had not been working. He suggested that they choose a 7,000 <br />square foot cap for medium but exclude garages. <br /> <br /> Ms. Scribner tried to establish the relevancy of labels. She <br />would have difficulty describing a medium sized house as being <br />4,000-6,000 sq.ft. It would be hard to determine a medium size <br />house is a certain square footage. Every development has a <br />different definition for a medium size house. She questioned why <br />it was so important to define medium so rigidly if it was only one <br />of many criteria. <br /> <br /> Ms. Mohr felt that to address the concern of the high <br />visibility lots and those that fit the concept of medium, they <br />should choose a middle point between the small end house (3,500 <br />sq.ft.) and the top end (10,000 sq.ft). She stated that the word <br />medium should no longer be used. She would have the expectation <br />for a medium sized house not to exceed 7000 sq.ft. but with the <br />understanding that design would be the ultimate criteria. <br /> <br /> Ms. Mohr stated that she would like to include in the motion, <br />when. made, that 750 square feet size for a three car garage would <br />be reasonable and excess square footage would have to be considered <br />on a site-by-site basis. <br /> <br /> Mr. Tarver stated that he wasn't originally in support of the <br />Golden Eagle project. He sympathized with those who have had to go <br />through the foreclosures and the problems they have been through <br />with their projects.
