155 <br /> <br /> Mr. Tarver agreed that the parcel should not be used as a <br />park, but added that he felt that it should not be used as a road. <br />He was aware that with grading, a road could be placed there but <br />did not agree with placing one through there. He objected to using <br />City money to maintain the area. He would rather make the parcel <br />surplus and sell it, or take responsibility to maintain, it if the <br />City was to continue to own it. <br /> <br /> Ms. Mohr asked Mr. Elliott if City staff had reviewed this <br />parcel in the Vineyard Avenue Corridor study. She asked how <br />critical would a road be to serve this area. She also asked what <br />the feasibility was for this parcel to be an access point. <br /> <br /> Mr. Elliott answered that the study has just begun. Possible <br />alignment lay outs have been drafted. Staff has yet to determine <br />the need and how to access the Hatsushi property. <br /> <br /> Mr. Rasmussen explained that the study has been started. The <br />EIR was approved by Council at its second meeting in June and City <br />staff is now working with the consultants. There are alternative <br />plans being drafted for that area. It would be possible for a half <br />dozen homes to be built on the flat area behind this right-of-way. <br />The plans are expected to be available for public review in <br />approximately three months. <br /> <br /> Ms. Mohr asked staff to explain where the park dedication fees <br />for this property were used. She pointed out that the dedication <br />fees have to be applied to neighborhood parks which serve within <br />one half mile radius of the homes, or applied to community <br />facilities. <br /> <br /> Ms. Bengtson stated that was correct. She would need to know <br />the approximate time that the fees were collected to determine to <br />what they were applied. Recently, community facilities are what <br />staff has been concentrating on because there are no new <br />neighborhood parks in the Montevino area. <br /> <br /> Mayor Mercer agreed withMr. Butler that there are a number of <br />unanswered questions at that time. He also agreed that this area <br />should be declared surplus and be sold if it is too small to be a <br />usable park. He asked staff to begin its study on the Hatsushi <br />property before studying Vineyard Avenue'as a whole. This would <br />enable Council todetermine whether this parcel would be needed for <br />access sooner than in three months. He would not object to selling <br />the property to the neighbors. Mayor Mercer asked that the Police <br />Department patrol the neighborhood more to eliminate the speed of <br />the vehicles. He concluded that if staff were to suggest that this <br />property should be used as a park, he asked that a drawing of what <br />it would look like be provided for the neighbors as well as for <br />Council. <br /> <br />7/21/92 13 <br /> <br /> <br />
