102

Ms. Acosta stated that staff anticipated coming back to
Council when the state budget has been adopted. She was purposely --
not specific in actions that could be taken until it was known what
the state budget is. She asked that Council approve the budget as
is and as soon as the state budget was determined, staff would
bring further recommendations to the Council.

Mr. Butler commented that he agreed with Ms. Acosta's approach
to what the City will have to do once the state budget is complete.
He referred to the new positions in the Water and Sewer
departments. He agreed that these positions were needed but was
concerned with adding any other positions. He preferred not to
plan on filling positions between this time and the state budget
results.

Mayor Mercer explained that over the years the staff had taken
the budget document from a document that no one could read or
understand to a document that had terrific graphics in it and was
easily understood. He was very pleased with the document and
congratulated the staff members who worked on the budget. There
were a few concerns that were brought to him by neighbors that he
wanted clarification on. He confirmed that the $500 for the
Foothill Band Review was still in the budget. He also asked if
there was anything in the budget that would prevent the Girls
Softball Association from receiving its fields or snackbar.

Ms. Acosta answered that there was nothing in the budget that
would impact the fields. Ms. Acosta asked for clarification on the
request for the snack bar.

Ms. Bengtson explained that the snack bar was included in the
budget for the coming fiscal year and the CIP budget.

Council agreed that it was not necessary to discuss the budget
in detail because it was easily understood.

Dagmar Fulton asked if the Historical Society's request for
$10,000 was in the budget.

Ms. Acosta answered yes.

4. CONSENT CALENDAR

Mayor Mercer asked that Item 4a, Approval of 1991-92 Fiscal
Year Audit Contract, be moved to Item 7d.

It was moved by Mr. Butler, and seconded by Ms. Mohr, that the
following actions be taken on the Consent Calendar, as amended:

a.
