102 <br /> <br /> Ms. Acosta stated that staff anticipated coming back to <br /> Council when the state budget has been adopted. She was purposely -- <br /> not specific in actions that could be taken until it was known what <br /> the state budget is. She asked that Council approve the budget as <br /> is and as soon as the state budget was determined, staff would <br /> bring further recommendations to the Council. <br /> <br /> Mr. Butler commented that he agreed with Ms. Acosta's approach <br /> to what the City will have to do once the state budget is complete. <br /> He referred to the new positions in the Water and Sewer <br /> departments. He agreed that these positions were needed but was <br /> concerned with adding any other positions. He preferred not to <br /> plan on filling positions between this time and the state budget <br /> results. <br /> <br /> Mayor Mercer explained that over the years the staff had taken <br /> the budget document from a document that no one could read or <br /> understand to a document that had terrific graphics in it and was <br /> easily understood. He was very pleased with the document and <br /> congratulated the staff members who worked on the budget. There <br /> were a few concerns that were brought to him by neighbors that he <br /> wanted clarification on. He confirmed that the $500 for the <br /> Foothill Band Review was still in the budget. He also asked if <br /> there was anything in the budget that would prevent the Girls <br /> Softball Association from receiving its fields or snackbar. <br /> <br /> Ms. Acosta answered that there was nothing in the budget that <br /> would impact the fields. Ms. Acosta asked for clarification on the <br /> request for the snack bar. <br /> <br /> Ms. Bengtson explained that the snack bar was included in the <br /> budget for the coming fiscal year and the CIP budget. <br /> <br /> Council agreed that it was not necessary to discuss the budget <br /> in detail because it was easily understood. <br /> <br /> Dagmar Fulton asked if the Historical Society's request for <br /> $10,000 was in the budget. <br /> <br /> Ms. Acosta answered yes. <br /> <br /> 4. CONSENT CALENDAR <br /> <br /> Mayor Mercer asked that Item 4a, Approval of 1991-92 Fiscal <br /> Year Audit Contract, be moved to Item 7d. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that the <br /> following actions be taken on the Consent Calendar, as amended: <br /> <br /> a.
