91

Judy Gray, owner of Parcel #11, asked that her property be
designated as medium density if the other properties that were
being considered were changed.

Jack Hovingh, 4250 Muirwood Drive, reminded Council of the
Planning Commission's action concerning this matter.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Mayor Mercer explained that the last time this application
came to Council he questioned the Office/Commercial designation
because he believed that a rock wall with a nice sign with the name
of the area would be better for the entrance to this area. He was
only referring to Parcels 1, 4 and 5 to be residential so that the
area could have a softer entrance. He apologized for the
misconception. He felt that this should be a beautiful entrance to
a beautiful area and should not be Office/Commercial. Mayor Mercer
then referred to Exhibit C and asked if the soundwalls had to be
built as far back as shown.

Mr. Swift answered yes because that would be the only way to
meet the City's noise criteria.

Mr. Tarver explained that the Mayor's recommendation had made
a lot of sense when you were to look at a map where Medium Density
was planned. He understood the recommendation and supported it but
at this point, he would support leaving it Office/Commercial except
for the Greenes' property.

Ms. Scribner agreed with Mr. Tarver's comment that on paper
the change to Medium Density seemed right. After driving around
Sunol Boulevard area she concluded that the lots bordering Sunol
Boulevard should not be changed to Medium Density because it is too
busy of a street. She did like the idea of that type of entrance
but did not think that medium density was practical. She felt that
there needed to be a way to protect and buffer this rural area.
She supported going back to the original designation of
Office/Commercial.

It was moved by Ms. Scribner, and seconded by Mr. Tarvet, to
designate Parcels 1, 4 and 5 as Office/Commercial.

The roll call vote was as follows:
AYES: Councilmembers Scribner and Tarver
NOES: Mayor Mercer
ABSENT: Councilmember Butler
ABSTAIN: Councilmember Mohr

6/16/92 ~3
