53 <br /> <br /> Mr. Roush stated that in April of 1990, when this came to <br />Council, the understanding was that if the project failed, the City <br />would get all its money back. That is no longer a guarantee and <br />the City is now to be in second place, with the risk of losing all <br />or some of its investment. <br /> <br /> Mayor Mercer stated that the Affordable Housing Committee has <br />indicated there is a demand for this type of housing for people <br />with mental disabilities, especially in the Valley. There is a <br />real need and it is worth risking the small amount of money. <br /> <br /> It was moved by Mar. Tarver, seconded by Mr. Butler, that the <br />City Manager be authorized to sign the Regulatory Agreement with <br />BACS and the County in a final form as approved by the City <br />Attorney. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, .Tarvet and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />14. COMMUNICATIONS <br /> There were none. <br /> <br />15. CITY COUNCIL CALENDAR <br /> <br /> Ms. Acosta presented the City Council Calendar for the <br />information of the Councilmembers.
