32

Finally, Measure M request that we continue the excellent planning process
which involved residents for the past 14 years.

Why aren't ~ve willing to fight for this process? Its being copied statewide. Why would we run
from a fight now? We have developed a model planning process involving the residents of our aty
as no other city. does.

Recall we are hem because:
1. The landowners asked us to annex them, with "No strings attached"

2. Measure M results endorsed this request and outlined an approach to achieve the
annexation.

3. Over a year of detailed planning brings us a plan with 27 conase and specific
policies thai the atizens of Pleasanton have a right to vote on. Our expenses to date
are over $100K, thai is too large of an investment to walk away from. Let the
voters tell you whats right in the ballot box.

Why should we turn ourback on these mandates and go in a direction thai;

a. aligns us with a minority voice thai to date has not provided any reasonable
aitemanves;

b. Cowers to thream from an organization, the Greenbelt Alliance, thai has from
where I sit been selfserving, nonconstructive from the beginning and according to
their proposal item ~f/insists on gemng paid for their efforts. Who are their
constituents, let them pay their legal fees.
c. And sugguests thai if you vote right now today, they can amend three general
plans with out any enviommenmi CEQA studies. If any of these Goverments even
hinted they would amend their General Plans our adopt something as signi~cam as
this JPA the Greenbelt Alliance would be screeming about the illegalities of the
system.

Measure M is the law in Pleasanton. Please see it through. If the current plan is not acceptable the
people will tell us, new plans will follow and or a more acceptable JPA's could all be in our fulure.
I 'm asking each of you before you vote on this to consider what it signal to the people when a city
coanat member votes to overrule the will of the people. If equity and fairness win out our council
will vote 5-0 against this premature JPA proposal

Very Trulv Yours,

RJ. Horan ~ "
Planre'rig Commissioner, Chairman Yes on Measure M Commiuee
