Mr. Swift explained that the <br /> last time that the issue of an agreement between Mr. Joel and Ms. <br /> Sorensen was being discussed with staff as to what they could do <br /> and still be consistent with the PUD, what was contemplated was for <br /> the two of them jointly to use 100% of the spring water by piping <br /> the water directly from the spring to Mr. Joel's tank and then to <br /> Ms. Sorensen's tank. This would need a PUD modification. <br /> <br /> Ms. Mohr asked if it would be appropriate for Mr. Roush to act <br /> as an arbitrator to help reach a resolution to the problem. <br /> <br /> Mr. Roush stated that if Council and the parties requested him <br /> to do so, it would not be a problem. <br /> <br /> Mayor Tarver asked if the parties agreed to allowMr. Roush to <br /> act as a mediator. <br /> <br /> Both parties agreed. <br /> <br /> Mr. Scribner asked if there was any reason that A-M Homes was <br /> staying involved in this matter. <br /> <br /> Mr. Pico was concerned with the process. It was difficult to <br /> negotiate when most of the leverage has been taken away. He did <br /> not believe that it was appropriate for staff to monitor the system <br /> or that this item needed to come back to Council on a repeated <br /> basis. He would consider modifying the PUD if an agreement was not <br /> reached soon. <br /> <br /> It was decided that Mr. Roush would act as a mediator. <br /> <br /> Item 8b <br /> Request for Model, Rendering or Mock-up of Downtown Main Street <br /> Design (SR92:493) <br /> <br /> Mayor Tarver liked the idea of renderings because they are <br /> completed in a more timely manner. He realized that there was an <br /> expenditure involved but there would be a lot of money put into <br /> downtown. He requested this because he felt that it would give the <br /> public, as well as Council, a better idea of what to expect. <br /> <br /> Ms. Mohr asked if the whole project should to be put on hold <br /> until this is settled in case that Council was to change its ideas. <br /> <br /> <br />
