196 <br /> <br /> Ms. Mohr referred to a statement about "retail outbidding" the <br /> other businesses and asked for an explanation. <br /> <br /> Mr. Callahan explained that retail will outbid other uses for <br /> space if the trade area will support the retail uses. The trade <br /> area that the downtown services is relatively small therefore, is <br /> unlikely to draw that kind of retail demand that would result in <br /> its outbidding other uses. He was aware of some first floor retail <br /> tenants' paying less rent than second floor office tenants. <br /> <br /> Sharen Heinz encouraged Council to be careful and consider the <br /> people who are the property owners downtown. <br /> <br /> There being no further testimony, Mr. Tarver declared the <br /> public hearing closed. <br /> <br /> Ms. Mohr asked what the vacancy factor is in downtown. <br /> <br /> Mr. Iserson stated that he was not sure. <br /> <br /> Ms. Mohr referred to the restaurant parking. She asked what <br /> the parking differences would there be during the daytime when <br /> construction is underway and evening time when work crews are not <br /> working. <br /> <br /> Mr. Iserson explained that the idea is to keep the parking <br /> lots available to the public at any time of the day. People <br /> downtown, whether they be shoppers or visitors, would be able to <br /> park in any of the lots open to the public at any time. <br /> <br /> Ms. Mohr referred to the concern that was made previously <br /> regarding evening parking for the restaurants. She perceived that <br /> shoppers would be gone by the evening dinner hour and asked if this <br /> was only a perceptional problem. <br /> <br /> Mr. Iserson stated that it is not only a perceptional problem <br /> but is a locational problem as well. He agreed that during the <br /> evening dinner times the shoppers would not be there therefore, <br /> there would be more parking available. He believed that the times <br /> of day and parking balanced out. He was not sure that the Bank of <br /> America parking lot could be used in the evenings. In the past, <br /> the bank did not allow or encourage the public to use the parking <br /> lot in the evening. For those property owners who have commitments <br /> to certain tenants, staff suggested allowing a certain number of <br /> spaces be designated for certain business. <br /> <br /> Ms. Acosta added that this was currently a matter where the <br /> private business either enforces it or not. This is not something <br /> that the City would be involved in. Part of the whole process is <br /> to meet with individual property owners and review their lots. <br /> <br /> 11/17/92 22 <br /> <br /> <br />
