143 <br /> <br /> Mayor Mercer asked Ms. Hollister if she had read the <br />conditions of approval. <br /> <br /> Ms. Hollister answered yes, but found nothing that related to <br />the schools. <br /> <br /> Mayor Mercer then read Condition No. 18 and added that the new <br />developer fees of $2.65/sq. ft. would be put in effect as of <br />January 1, 1993. The developer will not begin building until after <br />that date. <br /> <br /> Ms. Hollister asked when will the developer begin working with <br />the School District. She asked for an explanation of the four <br />classrooms that were to be provided by the Shapell developer. She <br />then asked if Ruby Hills was going to impact Vintage Hills School. <br /> <br /> Mayor Mercer explained that this project would first have to <br />be approved, then have Growth Management approval. The developer <br />must meet the requirements of the School District before receiving <br />building permits. The four buildings that are to be provided by <br />Shapell would be built after Shapell received Growth Management. <br />It was Mayor Mercer's understanding that Ruby Hills was going to <br />build its own school. <br /> <br /> Mr. Swift explained that at this time Ruby Hills is in the <br />Vintage Hills boundary. That is expected to change as the <br />development is built and how the children are designated to which <br />school is not known at this point. Ultimately, the plan is to <br />build another school in the Vineyard Corridor. <br /> <br /> Ms. Hollister asked Council to consider slowing down the <br />development in this area until it is determined where all of the <br />children will be attending school. <br /> <br /> Mayor Mercer pointed out that he and Ms. Scribner serve on a <br />joint City Council and School District Committee (Mr. Fairfield <br />also serves on this Committee). The School District chose three <br />developers that it would like to work with. He thought that the <br />proposal of $2.65/sq. ft., plus the obligation of the developers to <br />pay the School District approximately 45 million dollars, would <br />come back to the Council. The funding by the developers would <br />assist the School District to provide school facilities. The <br />developers also agreed to be proactive with the School District in <br />going to the State for State funding. This report would be coming <br />back to Council possibly by November 3rd or 17th. <br /> <br /> Frank Belecky, 892 Medeira Drive, indicated that the <br />impression that he was getting was that Council was more concerned <br />with the developer than the citizens. He asked if the developer is <br />supposed to provide school units, why was there a bond issue to pay <br />for the new Middle School.
