95 <br /> <br />Ms. Mohr indicated that the management needs to be responsive <br />to the residents. This matter is before us because there have been <br />some concerns expressed. If everything was going so beautifully, <br />it would not have come before Council. Ms. Mohr was puzzled about <br />Mr. Sopka's response. It seems that the best management is to the <br />advantage of the investor as well as to the City and residents of <br />Ridge View. ~' <br /> <br /> Mr. Bocian indicated the problem is finding an agent that the <br />City feels is the most qualified to manage the project. The owner <br />has indicated that it prefers EHI. EHI has managed the project for <br />almost three years and has done an adequate job in most areas, <br />however, there is an opportunity to retain a company that is best <br />suited to manage the project at this time. Staff believes that is <br />a company other than the one identified by the owner. <br /> <br /> Mr. Tarver inquired if this was in accordance with the <br />agreement with the management company. Mr. Bocian indicated there <br />was no dispute about the City's ability to terminate the contract. <br />There is a dispute about whether the City can select the management <br />company or not. The owner interprets the agreement to say it makes <br />the selection and the City approves, disapproves or requires a <br />change in the management agent. The owner did make recommendations <br />and the task force reviewed four companies. The task force <br />determined that the owners recommendations were not the most <br />qualified and indicated preference for another. The recommendation <br />is that the John Stewart Company is the most qualified and should <br />be awarded the contract. <br /> <br /> Ms. Mohr asked if the owners also interviewed the John Stewart <br />Company. Mr. Bocian replied that all four management companies <br />were intereviewed. <br /> <br /> Mr. Mercer indicated an inordinate amount of time has been <br />spent on this by the Housing Authority and staff. Complaints have <br />been received from residents at Ridge View Commons about a lot of <br />different things and no one has said EHI is wonderful. Mr. Mercer <br />recommended supporting the Housing Authority recommendation. <br /> <br /> Mr. Roush clarified that pursuant to the agreement, the action <br />recommended at this meeting is to initiate notice that the Council <br />intends to terminate the contract and the owner and managing agent <br />will have an opportunity to appear at the meeting in December to <br />protest. <br /> <br /> Ms. Mohr indicated that the key word for this management is <br />"adequate". She did not want to settle for adequate and believed <br />the management should be the best the City could get. <br /> <br />10/6/92 21 <br /> <br /> <br />
