51 <br /> <br />a halt to the project if 3,000 ADT began to be violated. He then <br />referred to the EIR and staff recommendations regarding water <br />supply. He said that the staff report reflected that there is a <br />possibility that there will not be enough water for this project. <br />The EIR did not report on different configurations for the golf <br />course. Mr. Tichinin believed that Concept E for the golf course <br />needed to be included in the EIR because it was drafted after the <br />EIR was processed. He listed different ways that he believed this <br />plan violated the General Plan. It should be determined whether or <br />not feasibility should be an issue rather than desirability. <br /> <br /> Larry Schneider, 1375 Bordeaux Street, President of Kottinger <br />Ranch Homeowners Association, recapped the position of the <br />Homeowners Association. The Association had come to a concensus as <br />to what it would like from the development and disregarded the <br />timing of the project. They wanted to be assured that the ADT <br />through the community did not exceed the 3,000 threshold. They <br />also asked that there be a secondary access. They hoped that all <br />of the surrounding communities take a look at the traffic <br />mitigations. <br /> <br /> Becky Dennis, 838 Grey Fox Circle, represented Pleasanton Area <br />Ridgelands Committee (PARC). She believed that the neighborhood <br />had done an excellent job of outlining the impacts on their <br />neighborhood regarding traffic, water, schools and the loss of the <br />oak woodlands. PARC's primary concern is the oak woodlands. She <br />indicated that Blue Oak forests are becoming more endangered <br />throughout the state. She questioned the need for the golf course. <br />She was greatly concerned with grading before the homes were built. <br />The 58 acres of oak woodland that would be lost before growth <br />management approval was granted would not be replaced for over 100 <br />years. She did not believe that the Blue Oak woodland should be <br />removed when the proposed housing may never get built. She agreed <br />that the EIR was not complete. <br /> <br /> Mary Roberts, 1666 Vineyard Avenue, spoke in regard to the <br />secondary access route. She was told by City staff that the <br />secondary access route had the potential to go through her <br />property. She realized that this was a matter of eminent domain. <br />She was also concerned about the temporary route which would be <br />used for the construction period of the project. She was opposed <br />to this route because it would cause noise and dust and because <br />trucks would exit to Vineyard, which is not a straight road and <br />could be dangerous. She was also concerned about how water would <br />be found for the golf course, and was upset about the loss of Blue <br />Oaks. <br /> <br />9/15/92 25 <br /> <br /> <br />
