Mr. Ebright said that if <br /> he had the water and sewage capacity for the municipal course and <br /> there was water available for this proposed course, he would not <br /> object to it. He explained that if this course would take the <br /> water from the average citizen due to the drought, then he would <br /> strongly object because it would not be serving the community. <br /> <br /> Mr. Mohr said apart from the issue whether there was going to <br /> be a golf course at all, if this were going to be the only one he <br /> opposed and there was going to be a municipal course then this one <br /> would be okay? <br /> <br /> Mr. Ebright answered that as long as this proposed course did <br /> not take away from the water and sewage available to the municipal <br /> golf course. <br /> <br /> Lori Hollister, 1249 Concord Street, spoke on behalf of many <br /> homeowners and residents on Vintage Hills. She spoke in opposition <br /> to this project for many reasons: 1) the unavoidable and <br /> significant environmental impact of the loss of 71 acres of Blue <br /> Oak woodland plus the cumulative impacts of on-site and area wide <br /> loss of vegetation and wildlife habitat; 2) the increased traffic <br /> congestion on Touriga, Concord, Kottinger, and Hearst; 3) the <br /> increased threats to the safety of the children attending Vintage <br /> Hills Elementary School located on Concord Street in addition to <br /> all other school age children and pedestrians who use these streets <br /> on a regular basis; 4) the increased traffic congestion at downtown <br /> intersections and freeways; 5) increased demands for water supply; <br /> and 6) additional pressure placed on Vintage Hills Elementary <br /> School which is already exceeding capacity for the 1992-93 school <br /> year. <br /> <br /> She believed that there was no need for this housing <br /> development because the City of Pleasanton has already approved the <br /> construction of 4,000 additional housing units by the year 1999. <br /> Ms. Hollister stated that the golf course is unwalkable which would <br /> result in all golfers using carts. These carts would increase <br /> energy consumption, noise and pollution. She was concerned with <br /> the fees charged for the public vs. the fee for membership. She <br /> added that the traffic would increase by 400 automobiles per day. <br /> She was concerned with site grading proposed to be done to the <br /> property and that 2/3 of this area would be disturbed. She <br /> believed well water should be used for this golf course if <br /> available. If the developer were to eliminate the golf course from <br /> this proposed development there would be less opposition from the <br /> homeowners and less impact on their neighborhood. <br /> <br /> Ms. Hollister believed that it was imperative that the <br /> developer be required as a condition of approval of this project to <br /> construct a permanent, secondary access road prior to any <br /> construction activity. <br /> <br /> 9/15/92 22 <br /> <br /> <br />
