PUBLIC HEARINGS - 7:30 p.m. <br /> <br /> Item 13a <br /> PUD-91-3/Kottinqer Hills (Lin) <br /> Application for Planned Unit Development (PUD) development plan <br /> approval to construct 122 sinqle-family residential dwelling units <br /> and an 1S-hole golf course on an approximately 56Z-acre site. The <br /> subject site is located generally east of Hearst Drive and south of <br /> Red Feather Drive. Zoning for the property is PUD (Planned Unit <br /> Development) - Rural Density Residential and Open Space District. <br /> (SR92:358) <br /> <br /> Also consider certifying the Environmental Impact Report (EIR) <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application. <br /> <br /> Ted C. Fairfield, representing the Lin Family, indicated this <br /> was a project they were very proud of and would be a substantial <br /> asset to the City and its residents. <br /> <br /> The original project consisted of 122 residential lots (12,500 <br /> to 15,000 sq. ft.) with a Robert Trent Jones designed 18 hole golf <br /> course. The Planning Commission recommended reducing the units to <br /> 98, which they can accept, although it seriously impinges on the <br /> economics of the project. <br /> <br /> The total project is 562 acres and less than half will be <br /> significantly altered by development. As now proposed, the golf <br /> course will cover less than 140 acres and the housing development <br /> and access road will disturb only about 80 acres. The remaining <br /> 345 acres will be available for open space, trails and parks. Of <br /> that 345 acres, the Lins have agreed to offer 225 acres (40% of the <br /> total site) in fee to the City with easements for trails. <br /> Substantial additional area that will remain in private ownership. <br /> <br /> He pointed out that conditions of approval require that a <br /> permanent conservation easement be dedicated over the golf course <br /> area to insure permanent open space. He believed it will be more <br /> valuable to and more highly used by more members of the community <br /> than would passive open space and at no cost to the community. <br /> <br /> 9/15/92 18 <br /> <br /> <br />
