More studies should be conducted. <br /> <br /> Mayor Mercer asked the size of Ms. Sorenson's tank. <br /> <br /> Mr. Thomas Stated that it is a 400 gallon tank. <br /> <br /> Mayor Mercer stated that obviously Ms. Sorenson's tank has <br /> been full, since it was overflowing today and pictures indicated <br /> that there was growth at the bottom of the tank. <br /> <br /> Mr. Thomas stated that Ms. Sorenson phoned him this morning <br /> and told him that today was the first day that she had clear water. <br /> She wondered if Dr. Joel stopped pumping. <br /> <br /> Mayor Mercer asked why water should continue to be pumped into <br /> a tank that was already full. <br /> <br /> Mr. Thomas said that Dr. Joel does not know if her tank is <br /> filled or not because of the location of the tank. <br /> <br /> Mayor Mercer explained that from the pictures, it appeared to <br /> him that there was plenty of water in the tank <br /> <br /> Mr. Thomas stated that if Mr. Joel stopped diverting for one <br /> day then the tankwill fill up. Ms. Sorenson is not getting a full <br /> tank everyday. <br /> <br /> David Glenn, 5650 Foothill Road, spoke on behalf of Preserve <br /> Area Ridgelands Committee (PARC), he stated that on May 5, 1992 he <br /> spoke to Council regarding this lot line adjustment and the spring. <br /> 'He pointed out that both the minutes and the staff report of that <br /> meeting clearly stated that any proposed changes to the spring must <br /> receive prior approval by Council. PARC's major concern is future <br /> protection of the habitat of the area. One year ago, he and Ms. <br /> Sorenson measured the spring output which resulted in 1440 gallons <br /> per day. The applicant's letter to the City of May 14, 1992 stated <br /> that the expected use at the peak times of summer and fall would be <br /> approximately 500 gallons per day. The applicant also stated that <br /> the distance between Ms. Sorenson's well and the spring was one <br /> quarter of a mile but the distance is 400-500 feet. Mr. Glenn <br /> stated that the proposed changes that Dr. Joel had made are <br /> inconsistent with the present open space designation and the Garms <br /> Ranch PUD. The applicant has a right and should be encouraged to <br /> connect with the City's water supply. The major problem is <br /> enforcement. He believed that the obvious solution to this problem <br /> would be to exclude the spring and creek from the lot line <br /> adjustment. PARC and Fish and Game would support this resolution. <br /> <br /> 9/~/92 8 <br /> <br /> <br />
