111 <br /> <br /> Mayor Tarver was concerned with the conflict of interest <br />problem. If there was some way of solving the issue he would <br />support maintainingthe Board. He believed thatthe public hearing <br />process is appropriate and should not be eliminated. He values the <br />design input and felt that it is necessary. Mayor Tarver asked <br />that staff and the Planning Commission report back to Council with <br />recommendations based on comments made tonight. <br /> <br /> Ms. Mohr stated that a group informally advising staff <br />resolves the conflict of interest issues. The Planning Commission <br />consists of five lay people. She felt that staff is objective and <br />does its jobs professionally. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, that <br />Ordinance No. 1591 be introduced, to be read by title only and <br />waiving further reading thereof, repealing Chapter 18.20 (Design <br />Review Board) of the Municipal Code and adding a revised Chapter <br />18.20 (Design Review) to the Municipal Code; directing staff to <br />develop a method to have projects reviewed bydesignprofessionals <br />as reflected in the comments made by Council. <br /> <br />The roll c~ll vote WaS as ~0110ws: <br />AYES: Councilmembers Mohr, Scribner and Mayor Tarver <br />NOES: Councilmember Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Ms. Scribner suggested that a meeting be set between the <br />Planning Commission and the Design Review Board past and present <br />members after staff reports back to Council with the alternatives <br />and/or options. <br /> <br />Water Efficient ~andscapes and Irriqation Systems Desi~nOrdinance <br /> <br /> This item was continued to the March 16, 1993 City Council <br />meeting. <br /> <br />7.
