However, the plan meets the Code
requirements and has been done before, so there is no justification
to deny the project.

Mr. Tarver expressed his sympathy for the applicant and
believed the applicant had done everything he could to make the
addition fit in. Mr. Tarver did not find justification to deny the
project.

It was moved by Mr. Pico, seconded by Ms. Mohr, to adopt
Resolution No. 93-08, denying the appeal and upholding the approval
of the zoning administrator of Case Z-92-221, the application to
construct a two-story addition at 4922 Black Avenue.
The vote was as follows:
AYES: Councilmember - Mohr, Pico, Scribner, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 6b
Water Efficient Landscapes and Irrigation Systems Design Ordinance
(SR 93:33)

Mr. Swift presented the staff report. He indicated the
ordinance tries to accomplish water savings in two ways, by water
efficient design and by encouraging water efficient operation. The
ordinance is flexible with regard to design and relies on
certification and a water pricing system to ensure monitoring
consumption.

Ms. Mohr inquired about drip and bubbler systems and suggested
the water savings would offset the cost of installation.

Mr. Swift indicated they are not used in large commercial
areas due to the amount of land to be covered. This ordinance
mandates that kind of system.

Ms. Mohr liked the water budget concept. She further inquired
if this ordinance would preclude putting turf in medians and asked
about entryway treatments.

Mr. Swift indicated median turf was prohibited under current
ordinances and stated that the proposed ordinance does not preclude
turf in entryways, but it makes it difficult unless the entryways
are wide enough.

o /19/93 8
