170 <br /> <br /> Mr. Roush suggested changing the language to read as follows, "Shall the City Council <br /> adopt a policy to limit voluntarily the terms of the City Councilmembers etc. ~ <br /> <br /> Ms. Dennis believed that them should be an eight year limit (2 four year terms or 4 two <br /> year terms) or eight consecutive years. Mr. Pico agreed. <br /> <br /> Ms. Scdbner disagreed. She believed the limits should be set at three terms for the <br /> Mayor. She requested that a cumulative number be included, a person can only serve a certain <br /> number of years. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, believed that the ballot language regarding the <br /> Kottinger Hills development plan should be as simple as possible. He believed that two terms <br /> as Mayor and two terms as Councilperson are appropriate and the words "consecutive terms" <br /> should be deleted. He agreed with Sections 4 and 5.,of the staff recommendations. <br /> <br /> Mr. Pico felt that there was no urgency in adopting this policy. He had a few <br /> unanswered questions regarding term limits. He believed that this policy needed td~hsidered <br /> thoroughly before its adoption. He supported having eight years for Councilmembers and <br /> Mayor. In regards to Kottinger Hills, Mr. Pico supported ~ Option No. 1, if mended to <br /> read, *Shall the Kottinger Hills Development Plan be approved?* <br /> <br /> Ms. Scribner disagreed. She supported Option No. 2 because it was somewhat <br /> explanatory. She was in favor of resolving the term limits language within the next week. <br /> <br /> Mayor Tarver agreed with Mr. Pieo's proposed ballot language for the Kottinger Hills <br /> referendum. He then agreed that the term limits matter should be on the ballot. <br /> <br /> Ms. Mohr believed that the voters should understand dearly what it is that is being asked <br /> of thU4, She agreed that the ballot language for the referendum should not be too simplified. <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Mohr, approving a modified <br /> Option No. 2 for the Kottinger Hills development plan ballot language to read as follows, *Shall <br /> the Kottinger Hills development plan located east of Hearst Drive and south of Red Feather <br /> Drive be approvedr. <br /> <br /> The roll call vote was as followS: <br /> AYES: Councilmembers Mohr and Mayor Tarvet <br /> NOES: Councilmembers Dennis, Pico and Scribner <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 07/20/93 14 <br /> <br /> <br />
